Since 1996, Boulder County’s Youth Corps Program has provided opportunities for Boulder County teens, aged 14-17, to develop a sense of community involvement through personal accomplishment, teamwork and service to the county. County departments, municipalities and towns benefit from the maintenance projects and tangible products such as new trails built by Corpsmembers each summer.
Boulder County Parks and Open Space is hiring a Youth Corps Program Manager. This dynamic position performs recruitment and hiring, planning, logistics coordination, supervision, partnership development, field support, evaluation, and administrative duties, to fulfill the mission and vision of the Boulder County Youth Corps.

This is a full-time, benefited position with Boulder County. Work hours are generally Monday through Friday, from 8:00 am to 4:30 pm. The Program Manager works a varying schedule that may include some evenings and weekends. Time off in the late spring and entire summer is strongly discouraged.
- Please note that we are currently under a stay-at-home order but the Program Manager will work out of Longmont, CO once the order is lifted.

1. Leads the Boulder County Youth Corps and annually evaluates the program to make changes that increase efficiency and improve the program.
2. Recruits, interviews, hires, trains, supervises, and evaluates or oversees evaluation of all employees. Serves as program’s payroll coordinator.
3. Works closely with Risk Management staff and the Boulder County Parks and Open Space Safety Committee to assess work project safety hazards, promptly report on-the-job injuries and property damage, etc.
4. Prepares and conducts Leader training on a variety of topics such as leadership development and team dynamics, with a strong focus on protection of minors and promotion of a culture of safety; prepares and conducts Corpsmember Orientation and Training Day; and leads weekly staff and Sounding Board Leader meetings.
5. Prepares and conducts Parent Orientation; acts as single point of contact to communicate with parents/guardians about concerns; and coordinates meetings to address issues in a timely manner.
6. Supervises Field Coordinator (FC), who primarily coordinates safe projects with Project Sponsors and ensures safe work practices in the field; ensures FC offers field support needed to all teams, with a strong focus on protection of minors and promotion of a culture of safety.
7. Supervises Team Leaders, including Assistant Team Leaders; monitors work project progress and team dynamics through frequent team field visits; provides supervisory support before/after the Corpsmember workday and in the field.
8. Supervises Roving Team Leaders (including Environmental Education Rover) to best utilize staff resources; ensures teams receive environmental education and support on difficult projects or for Leaders working with challenging Corpsmembers.
9. Builds strong working relationships with Project Sponsors; coordinates with Project Sponsors to get team commitments for the following year; maintains open communication with Project Sponsors to ensure municipal contract completion, training on program expectations with a strong focus on protection of minors and promotion of a culture of safety, smooth running/successful completion of work projects, end of season reporting, etc.; recruits new municipal and county Project Sponsors.
10. Compiles annual budget request based on team commitments, wage increases, etc.; proposes increase in cost for municipal team if merited; monitors expenditures to stay within program’s budget; makes purchases and tracks expenditures; works with appropriate staff to track grant-funded projects.
11. Acts as liaison to Colorado Youth Corps Association; maintains annual accreditation by meeting statewide standards, completing required paperwork, and payment of annual dues; serves on a variety of committees; participates in annual retreat, special events, and online meetings/conference calls as needed.
12. Handles other duties and special assignments as required; may be reassigned in emergency situations.

EDUCATION & EXPERIENCE:
Boulder County is looking for well-qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of five years of combined education and experience, including a minimum of one year experience in a supervisory capacity and a minimum of one year experience supervising or teaching middle and/or high school aged youth or working in youth development.

Driver's License: A valid driver's license and good driving record are required.

PREFERRED QUALIFICATIONS:
Prior experience:
- Personnel management and payroll experience.
- Youth or conservation corps experience.
- Parks, open space, trails, or landscaping experience.
- Bilingual skills: (preferred) Applicants must demonstrate fluency at the time of the pre-employment screening process. Spanish language proficiency will be determined through standardized demonstration and written and oral testing.
- Self-starter who can remain focused on planning, organizing, and implementing program goals and meeting deadlines in a fast-paced environment.
- Strong risk management and safety mindset.
- Strong commitment to cultural responsiveness and inclusion.
- Proven track record of collaboration.
- Well-developed interpersonal skills and excellent verbal and written communication skills, including public speaking experience.
- Proficiency supervising adult staff in a program with youth participants, with the ability to manage conflict calmly.
- Teamwork oriented with experience in training and/or mentoring.
- Ability to work effectively with employees, agencies, and the public.
- Strong financial and record keeping skills.
- Knowledge of Microsoft Office computer software.
- Boulder County Supervisory Certificate or ability to obtain within two years required.
Physical requirements:
Frequent lifting up to 30 lbs. and carries up to 50 feet; occasional walking, hiking, and standing; frequent hand/eye coordination to operate computer keyboard, office equipment, and motor vehicle; vision for reading, recording, and interpreting information; speech
communication and hearing to maintain communication with employees and members of the public.
