General Description and Classification Standards

Manages internal communications platforms, products, and materials. Establishes internal strategies to communicate the Department of Watersheds strategic plans, priorities, goals, and key initiatives to DWM employees. Institutes mechanisms to amplify and convey information to staff. The internal communications manager is the eyes, ears, and voice of the organization.

Supervision Received

This position may require you to work independently and only report to the Director when necessary approvals or other direction is required. Direction received is general and focuses more on long-term and short-term operating objectives, managerial effectiveness, and operating results. This level would be considered "middle" management.

Essential Duties & Responsibilities These are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.

  • Formulate internal responses to crisis PR situations.
  • Establish an internal communications strategy in conjunction with senior staff.
  • Ensure organizational initiatives and projects are successfully communicated to employees.
  • Plan, edit and write content for a variety of internal communications mediums, such as a staff intranet, newsletter, or email bulletins. May also be required to work on the layout of content.
  • Coordinate content updates and layout with the External Affairs Manager, Community Affairs Manager and Signage Manager as needed.
  • Use social media to communicate with staff internally.
  • Draft messages, press releases, or scripts for senior staff for presentation to employees in written or spoken form.
  • Ensure internal communications messages are consistent across all mediums and for different offices of the department.
  • Respond to feedback from staff and adjust communications content accordingly.
  • Advise senior staff of developments throughout the organization, either face to face or through regular written communication.
  • Lead planning, coordination, and logistics for internal employee engagement activity, including but not limited to staff meetings, convocations, employee appreciation events and other activity as assigned.
  • Collaborate with all OCCR managers to complete team and cross-departmental projects and initiatives.
  • Obtain supervisory approval and clearance on materials prior to release and distribution.

Has managerial authority over a group of professional employees and/or a group of professional, technical, or administrative employees with multiple intermediate supervisors and/or team leaders.

Writing skills: Excellent writing, editing and proofreading skills as well as the journalistic ability to source stories from employees.

Speaking skills: Strong speaking skills for the ability to present to staff.

Interpersonal skills: Good interpersonal and relationship-building skills to work with communications and HR departments. Must possess the confidence to deal with senior staff and explain communication techniques to them.

Creative skills: A unique creative ability to devise communication strategies and familiarity with information technology, especially digital and video means of communication, is essential.

Qualifications


Minimum Qualifications – Education and Experience

  • A bachelor’s degree in journalism, communications, public relations, marketing, or related area
  • 5+ years of experience in internal communications, strategic communications, or related field.

Licensures and Certifications

Professional Licensed Engineer Certifications or similar certifications preferred.
