Job Description

Chubb is seeking a Digital Delivery Manager, which is a leadership role and will be accountable for the delivery of multiple digital tech projects/programs within an agile framework and communicating with various stakeholders at all levels. The Delivery Manager will be accountable for planning, directing, and coordinating medium to large scale, moderately complex projects; ensuring that the goals and objectives are accomplished with high quality, within established time frames and budget, and meet customer and/or business needs. Concurrent with delivery goals, the Delivery Manager will design and implement a structure to ensure that the platform remains viable and flexible for continuous delivery of products and capabilities aligned with business needs.

The Delivery Manager is expected to drive the continued delivery of strategic technological platforms in support of business segments and will be responsible for managing cross-functional projects in adherence with Chubb’s program delivery framework. The incumbent will also be responsible for identifying, recommending, and implementing best practice solutions that optimize program delivery with the goal of delivering expected business value.

Key Accountabilities:
Take ownership, lead and execute specific programs within Advanced Engineering and Digitization Strategy

Ensure that a working governance structure is established and that participants are aware of their roles and responsibilities and engaged in performing them

Ensure projects deliver the benefits on time, to budget, and with the appropriate level of quality

Ensure that there is an appropriate structure in place for the continuous delivery of core platform capabilities, enterprise-wide business mandates, and controls. Identify, justify and modify roles and responsibilities as necessary to stand up and maintain this structure

Secure the internal and external resources required to fulfill the plan, develop and ensure the program has relationships with dependent and corresponding system teams. Foster a diverse and collaborative team spirit

Guide and evaluate the performance of all resources on the program and in support of the platform, liaising closely with resource/line, and third party managers

Build strong relationships with business, operations, and I/T to ensure the program is being directed based on current views, needs, and in line with road-mapped strategies. Assure that the platform is meeting the financial, efficient and quality objectives as established by executive leadership in these areas

Identify and manage changes to the project’s scope, ensuring that impact assessments are undertaken, that appropriate authorization is secured and that adjustments to plans are made and communicated to all stakeholders

Manage trade-offs between scope, quality, time, and cost in accordance with the business and technological (cost) Critical Success Factors as the program progresses

Implement clear escalation procedures, identify and manage project issues and risks, and ensure that contingency plans are prepared and actioned in a timely fashion

Understand resource profiles and market rates to ensure the work is structured in such a way to maximize the benefits of a blended on-offshore mode

Ensure the means to identify, plan and manage cross-project dependencies, particularly where there is resource contention and apply release management in conjunction and cooperation with the other manager

Promote mentoring across team members to ensure an adequate pipeline of talent and cross-training where viable to increase the flexibility of resource utilization to improve program/platform delivery

Drive continuous process improvement in delivery, quality, and platform management

Experience

10-15 years of significant experience of leading and successfully delivering large complex cross functional business and technology projects, including system replacements, with budgets in accordance with formalized project methodology (e.g., APIs, DevOps, Automated Testing, Rules Engines, Agile)

Experienced in Agile methodologies (Scrum, Kanban, SAFe, XP, etc.), planning estimation and metrics, as well as agile tools for Project Management (JIRA, Confluence, etc)

Have hands-on delivery experience in large scale, cross functional data management and architecture solutions

Own Agile delivery across multiple projects and scrum teams, working with Scrum Masters and Business Sponsors and Technical Leads

Business domain, data/content and process understanding

Experience in Digital Tech Delivery budgets, forecasting and reporting aligned with the project(s)

Being a forward and strategic thinker; with strong attention to details; superior planning, problem solving and analytical skills

Excellent judgment and independent decision-making ability

Lead collaborative and planning processes, in addition to prioritizing work against the capacity and capability of your teams

Ensure High quality deliverables form a part of delivery, from documentation & plans through to system capability & performance

Actively engage & consult internal & external teams to ensure good outcomes for projects in a timely fashion

Manage relationships and coordinate work between different teams at different locations

Facilitate cost/benefit analysis; assume responsibility for benefits realization tracking as well as meeting milestone and budget targets

Serve as communication liaison between the team and stakeholders, including communicating program-level progress externally to senior stakeholders

Develop a deep knowledge of our businesses’ needs and priorities to help manage the collaboration across business stakeholders and IT groups

Demonstrate strong communication skills and active involvement in technical matters to ensure all appropriate parties are engaged in business decisions and technical solutions

Collect and report program metrics on a regular basis; support and facilitate Chubb governance processes

Qualifications

Bachelors degree or equivalent experience in Information Technology
