The Managing Director’s Office of Transportation, Infrastructure, & Sustainability (OTIS) directs the policies and practices that improve the quality of life in all of Philadelphia’s communities through safe and sustainable infrastructure. OTIS represents a portfolio of departments that include a small policy and planning staff reporting directly to the Deputy Managing Director, the policy-driven Office of Sustainability, and two operating departments: the Transportation and Sanitation divisions of the Streets Department, and the Philadelphia Water Department.

Job Description


This position is responsible for participating as an engineer and analyst on a variety of projects focused on complete streets and vision zero implementation. This position focuses on statistical crash analysis, geographic information systems (GIS), bicycle, pedestrian and complete streets focused transportation planning and analysis. The work includes providing crash analysis, planning, development, and administering transportation project initiatives and serving as a liaison with other government agencies for transportation-related issues. Preparing studies for proposed transportation safety initiatives and gathering, compiling, and analyzing data and research to evaluate the use and operation of transportation systems is a significant aspect of the work.

Essential Functions

Research transportation systems, policies and best practices in order to identify problems, potential solutions, and evaluate alternatives.

  • Analyze information related to transportation planning and the impact of federal and state legislative and regulatory proposals.
  • Analyze and interpret data from traffic modeling software, geographic information systems, databases and other information systems and general research sources.
  • Analyze crash data and prepare statistical reports to tell the story of transportation safety issues, potential solutions, and measure the effectiveness of interventions to create a safer system
  • Evaluate roadway design interventions by measuring before and after conditions such as vehicle speeds, volumes, transit use, crash data, and user-reported information
  • Develop geographic information systems databases, models, and applications
  • Develop graphics, maps and charts that clearly communicate analytical findings and results to a lay audience.
  • Prepare reports about transportation planning and make recommendations on transportation system improvements or projects, based on traffic projections, population, land use, crash statistics, and other relevant data.
  • Assist in the preparation of grant proposals and gather information related to possible funding sources.
  • Use various reports and benchmarking data to recommend, develop and assist with the implementation of specific initiatives and policy.
  • Develop, propose, and communicate transportation designs using engineering plans, graphics and written documents drawing on the latest knowledge from engineering, active transportation, and safe system fields
  • Participate in meetings with inter-governmental partners, stakeholders and community groups related to transportation concerns
  • Independently manage projects and programs as assigned
  • Assist in and learn to independently develop transportation planning and construction budget estimates
  • Manage working groups related to crash data and data collection. This group is tasked with publishing crash data to the City's internal GIS databases and to the public, as well as authoring an annual report about crash statistics
  • Serve as a resource of safety performance metrics, safety data and traffic safety countermeasures.
  • May review development plans for transportation system impacts, infrastructure requirements, or compliance with applicable transportation regulations.

Qualifications


Education and Experience

  • Completion of a bachelor's degree program at an accredited college or university with major course work in Civil or Transportation Engineering or Urban Planning. Course work in Urban Planning, Transportation Systems, Data Science, Statistics, GIS, or another appropriate field. Master's degree desirable.
  • One or more years of experience in transportation systems design, data analysis, equivalent work, or appropriate internship.

Competencies, Knowledge, Skills and Abilities

  • Understanding of policies and practices of complete streets and vision zero in Philadelphia
  • Excellent research capabilities.
  • Strong ability to gather, clean, and analyze data to produce useful information and insights.
  • Strong knowledge of traffic modeling and crash analysis, including use of modeling tools such as Synchro, SimTraffic, or VISSIM
  • Strong Knowledge of R, or alternative computing languages such as Julia, MATLAB, SAS, and python, needed for the analysis of transportation data
  • Strong Geographic Information Systems (GIS) skills
  • Strong working knowledge of AutoCAD, Adobe Creative Suite, and Microsoft Office
  • Knowledge of salient federal and state transportation laws and regulations.
  • Working knowledge of NACTO Urban Street/Bikeway/Transit Design Guides, Manual of Uniform Traffic Control Devices, other relevant design guidelines.
  • Strong organizational skills and the ability to handle multiple high-priority projects.
  • Strong verbal and written communication skills, including presentation abilities
  • Proven ability to write reports and present research findings. Ability to effectively collaborate with others in achieving tasks and to establish and maintain on-going productive working relationships.

Additional Information


Salary Range:
$80,000 - $84,000
