General Description

Transportation Engr Supvr I or II

Supervises personnel engaged in transportation engineering work in planning, design, construction operations, transportation/traffic operations, maintenance operations, bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Duties

Transportation Engr Supvr I essential duties for this job include:

• Designs, sketches and recommends bridge repair procedures.
• Drives/travels to project/work locations to make onsite engineering reviews, analyses, tests and to provide technical support.
• Interprets the Utility Accommodation Policy; reviews utility billing documents.
• Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
• Participates in district plan review activities.
• Prepares and submits Plans, Specifications and Estimates (P. S. & E.) on projects.
• Responsible for district highway/bridge design functions.
• Reviews, monitors and/or develops complex layouts, sketches, plans, specifications and estimates and/or contracts, policies/procedures, standards and guidelines, correspondence, reports and/or surveys, remediation plans or documents.
• Supervises professional and administrative staff.
• Trains and supervises laboratory personnel and may train inspectors.
• Performs other job responsibilities as assigned.

Transportation Engr Supvr II essential duties for this job include duties listed above in addition to:

• Acts as consultant to staff engineers regarding plan operations as they relate to administration, programming, design, construction, right-of-way and maintenance.
• Answers technical and policy questions related to bridge inspection and maintains bridge inspection data; analyzes data and provides summaries.
• Develops and implements modifications to existing program of responsibility
• Maintains a critical bridge list and coordinates with the Bridge Division, area engineers and other district staff on critical findings involving state maintained bridges to have them posted, repaired and/or closed to the traveling public.
• Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.
• Recommends prioritization of bridge replacement, bridge rehabilitation and repair of damaged bridges.
• Serves as a consultant to staff engineers regarding maintenance operations as they relate to administration, programming, planning, design, construction and right-of-way in order to coordinate district operations.
• Serves as a project manager overseeing consultants performing advanced and complex engineering work.
• Testifies at condemnation hearings and trials.
• Performs other job responsibilities as assigned.

Education

This job requires the following:

• Bachelor's Degree in an Engineering related discipline

Work Experience

Transportation Engr Supvr I requires the following:

• 5 years in transportation engineering including 3 years as a Licensed Professional Engineer (LPE)
• (Experience can be satisfied by full-time or prorated part-time equivalent)
• Must have two (1) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
• Related graduate level education may be substituted for experience on a year per year basis.

Transportation Engr Supvr II requires the following:

• 6 years in transportation engineering including 3 years as a Licensed Professional Engineer (LPE)
• (Experience can be satisfied by full-time or prorated part-time equivalent)
• Must have two (2) years supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
• Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

• Licensed Prof Engineer
• Safety Impact Certificate
• Valid Driver License at time of application

Other Conditions:

• This position requires you to drive for TxDOT.
• For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
• Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
• This is a Safety Impact position (either Safety Impact, Commercial Driver and/or Vessel Crew Member) and will be subject to random drug testing.
