ResponsibilitiesThis position is located in the Department of Justice (DOJ), Executive Office for United States Attorneys (EOUSA), Office of Legal Education (OLE). The OLE is functionally responsible for planning, developing, providing, controlling, and evaluating the DOJ program for continuing legal training and education for attorneys, legal support, and other support staff in the United States Attorney's Offices (USAOs), other components of the Department of Justice, and throughout the Executive Branch of the Federal Government, as well as state, local and foreign governments as needed and as resources allow. If selected for this position, some of your duties will include:
- Serve as a Training Specialist at the OLE, responsible for training program design, development, execution and evaluation.
- Participate in analyzing, designing, developing and revising current and new programs to meet the training needs and goals of the DOJ and other select state, local, federal, and tribal agencies that support the DOJ mission.
- Apply knowledge of adult learning principles and instructional design to improve the effectiveness of training programs.
- Review training objectives and suggest appropriate instructional methods and activities for delivery of course content.
- Provide advice and guidance to faculty on ways to improve the training program and delivery through application of principles of instructional design.
- Develop program evaluation materials to accurately measure the effectiveness of learning events and use feedback from evaluation tools to make recommendations for new programs and improvements to existing programs.
- Recommend instructional experiences that use technology to make instruction more engaging and assist students and faculty with software applications and automation equipment inside and outside the classrooms.
- Use the OLE learning management system and other software applications to manage course registrations, enrollment, evaluations, reports, and historical records in assigned program area(s).
- Ensure the effective and efficient use of technology for residential and distance delivery of training events and identify and address equipment and technology needs.
Responsibilities will increase and assignments will become more complex as your training and experience progress. Travel Required

- Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
GS-11: To qualify for the GS-11 applicants must meet ONE of the requirements listed below: Specialized Experience, OR Education, OR Combination of Education and Experience:
A. Specialized Experience: Applicants must have at least one full year of specialized experience equivalent to the GS-09 level in Federal service. Qualifying experience is defined as assisting in pre-course planning for training events and in making recommendations regarding appropriate course content; managing and executing training in assigned program area(s) and evaluating course material in advance and making corrections as needed. OR
B. Education: Possess an LL.M degree; OR a PH.D or equivalent doctoral degree in Education or related field or 3 full years of progressively higher level graduate education leading to such a degree in Education or field related to the position. OR
C. Education and Experience: Have a combination of specialized experience as described in A and graduate education as described in B which when combined equal 100% of the requirements. (Only graduate education in excess of 2 full years is creditable.)
GS-12: Applicants must have at least one year of specialized experience equivalent to the GS-11. Specialized experience is defined as developing and delivering training to adult audiences; independently, or as a member of a work group, participating in analyzing, designing, developing, and revising current and new training programs; participating in pre-course planning for training events and makes recommendations; planning and managing the execution of training events ensuring facilities and audio/visual needs are met and addressing faculty and student concerns.
GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12. Specialized experience is defined as serving as the principle advisor in making recommendations for new programs, improvements in existing programs, better methods and practices for program administration and alternate delivery methods; applying instructional design systems or similar structured methodology to analyze job performance requirements and determine training and exercises to develop capabilities to perform those requirements; carrying out complex work assignments that support a wide variety of training courses and conferences; Identifying training program strengths and weaknesses and taking appropriate steps to make corrections.
Interagency Career Transition Assistance Plan (ICTAP) - The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
