GENERAL DESCRIPTION:
Performs advanced systems analysis and project management work associated with Information Technology related projects focusing on software development projects. Provides analysis and technical assistance for the development, implementation and maintenance of systems. Work involves analyzing and preparing detailed procedures for the solution of problems, coordinating programming projects with work of other units; analyzing proposed computer applications; providing technical assistance to other programming staff. Manages project schedules, budgets, communications, risks, issues, personnel resources and other resources necessary to implement agency technology initiatives. Works with project teams(s) to produce phase deliverables and achieve project milestones. Complies with and enforces Department of Information Resources Project Delivery Framework standards and TPWD project management and software development policies, procedures, and standards. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.
QualificationsMINIMUM QUALIFICATIONS:
Education:
Sixty semester hours from an accredited college or university.
Experience:
Five years full-time experience performing advanced computer systems analysis work for business applications.
Licensure:
If driving is required, applicant must possess a valid State driver’s license.
ACCEPTABLE SUBSTITUTIONS:
Education:
One additional year of the required experience, may substitute for 30 semester hours of the required education with a maximum substitution of 60 hours.
PREFERRED QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor’s degree and major course work in business, accounting and/or computer applications information systems.
Experience:
Experience working in an information technology environment performing computer system analysis, requirements gathering and programming for web-based Java applications for accounting type projects;
Experience performing analysis and requirement gathering for web-based applications interfacing with the State of Texas CAPPS Financial and HR systems.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of development, installation, maintenance and programming of custom software;
Knowledge of programming tools and design concepts used to develop custom business applications;
Skill in using MS Word, Excel and Outlook;
Skill in effective verbal and written communication;
Skill in gather requirements and prepare requirements statements done through user interviews, observing job performance and/or performing the job in order to determine an automated solution:
Skill in performing analysis and requirement gathering for accounting applications;
Skill in participating in Joint Application Development (JAD) sessions for requirements definition, system appraisals and process re-engineering, and to assist in publishing the results for both technical and non-technical staff;
Skill in writing and evaluating analyses, documentation, proposals, plans, policies, procedures, standards and reports;
Skill in project management concepts, methods, and the production of all documentation associated with the Project Management Phases and System Development Life Cycle (SDLC);
Skill in the analysis and design of relational database applications;
Skill in entity relationship diagramming, table normalization, database schema development and data migration for small to large relational databases;
Skill in software testing processes;
Skill in the use of SQL and Ad hoc/Query for data verification and analysis;
Skill in problem resolution, conflict resolution, and negotiation;
Skill in mentoring staff and keeping assignments on schedule;
Ability to communicate effectively with and gain support from stakeholders, management, functional experts and technical personnel;
Ability to training others;
Ability to design and review RFI’s and RFP’s for hardware, software, or services;
Ability to prepare cost-benefit and return-on-investment analyses to aid in decisions on system implementation;
Ability to manage large public sector technology contracts to ensure vendor compliance with the terms and conditions of the contract;
Ability to conduct work activities in accordance with TPWD safety program.
WORKING CONDITIONS:
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work overtime as necessary;
May be required to operate a State vehicle;
Required to travel 5% with possible overnight stays;
Non-smoking environment in State buildings and vehicles.
