GENERAL DESCRIPTION:

Performs advanced (senior-level) motor vehicle maintenance and repair work. Under the direction of the Fleet/Radio Operations Manager, this position is responsible for vehicle and watercraft up-fits and retrofits including planning, requisitioning, custom fabrication and coordinating installation of equipment, application of agency decals, and asset inventory control. Assists radio shop personnel with installation, diagnosis, maintenance, and repair of two-way communication, emergency lighting, and other associated equipment. Inspects new vehicles to ensure compliance with specifications of purchase orders and resolves discrepancies. Briefs custodians on new vehicles and installed equipment. Performs preventive maintenance, cleaning, and turn-around service for agency motor pool vehicles. Work involves estimating repairs, requisitioning parts, supplies, and repair services on gasoline, diesel, and alternative powered vehicles and equipment. Manages the vehicle re-issue program, including inspection and evaluation of vehicles for eligibility, priority identification for all eligible programs, and reissuing vehicles in accordance with policy, priority. and need. Coordinates with vehicle custodians and Surplus staff for disposition of vehicles, sale, and salvage. Assists Fleet Manager with the Texas Parks and Wildlife Fleet Management Plan and agency fleet safety policies. Maintains the readiness of headquarters based mobile communications response assets and deployable support equipment. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications


MINIMUM QUALIFICATIONS:

Education:

Graduation from High School or GED.


Experience:

Four years experience in motor vehicle maintenance, repair, and installation of up fit equipment.


Licensure:

Must possess or be able to obtain, within 30 days of employment, a class “C” Texas driver’s license.

NOTE: Retention of position contingent upon obtaining and maintaining required license.


PREFERRED QUALIFICATIONS:

Experience:

Four years professional up fit and installation techniques experience from a qualified motor vehicle service company.


Licensure:

Possession of a valid class “A” Commercial Texas driver’s license.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of installation techniques for various vehicle types, marine craft, and trailer equipment;

Knowledge of fundamental electricity, electronics, and principles of mobile radio installation;

Knowledge of automotive diagnosis, repair, and maintenance techniques;

Knowledge with the use of personal computers and related software applications;

Knowledge of safety practices and principles;

Knowledge of departmental and recordkeeping procedures;

Skill in the use of common automotive repair tools and equipment;

Skill in maintaining accurate records and files;

Skill in the proficient use of personal computers and related software and peripherals;

Skill in maintaining flexibility, working with frequent interruptions, and managing multiple and changing priorities;

Skill in safely operating various motor vehicles;

Skill in safely towing trailers with different payloads or cargo configurations;

Skill in locating and diagnosing defective mechanical problems;

Ability to apply mechanical and electrical knowledge to vehicle installation, repair, and maintenance of vehicles, two way radios, and emergency equipment;

Ability to use electric, pneumatic, or manual hand tools safely and effectively;

Ability to interpret specifications and perform inspections of new vehicles to ensure compliance with the established specifications and purchase order;

Ability to communicate effectively, both verbally and in writing;

Ability to establish effective working relationships to maintain an effective teamwork environment;

Ability to perform preventive maintenance and general upkeep of motor pool fleet vehicles;

Ability to use personal computers to operate word processing, spreadsheet, and database recordkeeping software;

Ability to work cooperatively and efficiently with coworkers, and follow oral and written instructions;

Ability to train others;

Ability to provide guidance to others;

Ability to maintain inventory;

Ability to perform manual labor, including lifting supplies and materials up to 50 lbs.;

Ability to conduct work activities in accordance with TPWD safety program.


WORKING CONDITIONS:

Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays, and holidays;

Required to adjust to changing schedules;

Must conform to TPWD dress and grooming standards, work rules, and safety procedures;

Required to perform work outdoors, occasionally in adverse weather conditions;

Required to perform manual labor, including lifting supplies and materials up to 50 lbs.;

Required to operate a State vehicle;

Required to travel 5% with possible overnight stays;

Non-smoking environment in State buildings and vehicles.
