BRIEF POSITION SUMMARY


Budget Analyst II

Performs moderately complex (journey-level) budget preparation and analysis work for the Texas Military Department. Work involves planning, organizing, coordinating and evaluating of budgetary activities and performance measures. Work involves more than one fund source. Work involves preparing and analyzing operating budgets, appropriation requests, performance measures, compiling statistics and providing forecasting and assistance on budgetary matters. Reports to the Budget Manager. May assist in overseeing and monitoring budget and program performance. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.


Budget Analyst II

Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.


NOTE: Selected candidate's salary & classification level will be commensurate with experience.


WORK HOURS:
Work hours are 8:00AM to 5:00PM, 40-hour week, Monday – Friday.


ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES


Budget Analyst I

  • Monitor, review and analyze internal operating budgets to ensure budgeted amounts are aligned to appropriated amounts and funds have been allocated appropriately.
  • Monitor, review and analyze expenditure patterns and trends to determine potential reallocation, realignment or adjustments to budgeted amounts.
  • Collaborates with program liaisons to ensure effective budget monitoring and forecasting exist, resolving any budget issues related to encumbrances and expenditures while achieving all program objectives and goals.
  • Develop, update and present expenditure reports, projected trends and pending obligations to program liaison during monthly reconciliation meetings.
  • Assist in the preparation, analysis and reporting of quarterly and annual performance measures.
  • Review, code and approve requisitions providing speedchart and/or chartfield elements to ensure appropriate and correct use of funds and adequate funding is available.
  • Review and analyze proposed legislation to determine the fiscal impact and prepare cost estimates and fiscal notes if proposed legislation is adopted.
  • Participate in the preparation and development of the Legislative Appropriations Request (LAR), Operating Budget, Annual Financial Report (AFR) and other required reports for entering into ABEST.
  • Utilizes a variety of software applications that can include CAPPS Financials, USAS, Word, Excel, Access, ABEST, and FMQuery to perform essential job functions.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters, and other missions, to include holidays and weekends.
  • Performs related work as assigned.

Budget Analyst II

  • Analyze financial information related to General Revenue, Federal Funds, Reimbursements, Appropriated Receipts and other funds as assigned.
  • Monitor, review and analyze expenditure patterns and trends to determine potential reallocation, realignment or adjustments to budgeted amounts.
  • Collaborates with program liaisons to ensure effective budget monitoring and forecasting exist, resolving any budget issues related to encumbrances and expenditures while achieving all program objectives and goals.
  • Develop, update and present expenditure reports, projected trends and pending obligations to program liaison during monthly reconciliation meetings.
  • Assist in the preparation, analysis and reporting of quarterly and annual performance measures.

  • Assist in the response to budgetary inquiries from the Legislature, Governor’s Office, Federal agencies and the Legislative Budget Board.

Qualifications

MINIMIUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university is required (see substitution).

PREFERRED EDUCATION

  • Graduation from an accredited four-year college or university with major course work in accounting, finance, business, public administration or a related field is preferred.

SUBSTITUTION:

  • Additional years of full-time work experience in accounting, auditing or budget preparation and analysis work may substitute for required education on a year-per-year basis.

EXPERIENCE:

Budget Analyst II

  • Three years of full-time experience in accounting, auditing or budget preparation and analysis work is required.
  • Experience in using Microsoft applications to include Microsoft Word, Excel and Outlook is required.
  • Intermediate Microsoft Excel skills, including the use of formulas and pivot tables.

Budget Analyst III

  • Four years of full-time experience in accounting, auditing or budget preparation and analysis work.
  • Experience in using Microsoft applications to include Microsoft Word, Excel and Outlook is required.
  • Intermediate/Advanced Microsoft Excel skills, including the use of formulas and pivot tables.
  • Experience presenting budget information to program staff in a small group setting.

PREFERRED EXPERIENCE

  • Experience with FM Query.
  • Experience using the Automated Budget Evaluation System of Texas (ABEST).
  • Experience using Uniform Statewide Accounting System (USAS).
  • Experience using Centralized Accounting and Payroll/Personnel Systems (CAPPS) Financial and HR/Payroll Modules.
  • Experience preparing performance measurement reports.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver's license is required. The ability to obtain a Texas Driver's License will be required within the first 30 days of employment. Satisfactory driving records are required for operating state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS:

  • Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.

  • State and federal laws and regulations relevant to governmental budgeting and accounting,
  • Accounting and management principles and practices,
  • CAPPS, USAS and ABEST,
  • Forecasting methodologies,
  • Automated accounting, budgeting and forecasting programs; and
  • Performance measurement and reporting.

Skill in:

  • Communicating effectively both orally and in writing,

PHYSICAL/WORKING CONDITIONS

Work is typically performed in a sedentary office setting involving sitting, standing, and walking to perform job duties. Work requires extensive use of a personal computer and telephone. Position may periodically require the ability to lift, carry, move and/or set up equipment and materials weighing up to 25 pounds.
