BRIEF POSITION SUMMARY


Performs entry level accounting work including financial analysis and financial reporting work for the Financial Services Division of the Office of State Administration. Work involves reviewing and compiling reports relating to financial activities and involves preparing reimbursement requests for federally funded programs for program expenditures made on behalf of the Master Cooperative Agreement. Reports to the Accounts Receivable / Reimbursement Manager and works under close supervision with minimal latitude for the use of initiative and independent judgment.


WORK HOURS: Monday - Friday, 8 Hours a day, 40 Hours a week


ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES


  • Prepares revenue collection records for both state and federal funds.
  • Prepares reimbursement requests for federally funded programs of the Master Cooperative Agreement.
  • Set up and maintain reimbursement files and accounting records.
  • Assists in Maintaining the accuracy and reliability of agency accounting records
  • Reconciles monthly reimbursement balances within USAS (Uniform Statewide Accounting System) and CAPPS (Centralized Accounting and Payroll/Personnel System).
  • Research discrepancies and assists in the preparation of the necessary correcting and/or adjusting entries.
  • Reviews agency accounting records, such as expenditure, fund, appropriation, expense and revenue collection records of federally funded programs and ensures agency assets are accounted for properly.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
  • May be required to perform duty in support of national emergencies, disasters and other missions, to include evenings, holidays and weekends.
  • Performs related work as assigned.
QualificationsMINIMUM QUALIFICATIONS

EDUCATION:

  • Graduation from an accredited four-year college or university is required. (See Substitution Below)

PREFERRED EDUCATION:

  • Graduation from an accredited four-year college or university with major course work in accounting, finance or related field is preferred.

SUBSTITUTION:

  • Additional years of required experience in accounting or bookkeeping may be substituted for education requirement on a year-per-year basis up to four years.

EXPERIENCE:

  • Experience in accounting or bookkeeping is required.
  • Experience using Microsoft Office applications to include Outlook, Word and Excel is required.

PREFERRED:

  • Experience performing data entry is preferred.
  • Experience using CAPPS (Centralized Accounting and Payroll/Personnel System) is preferred.
  • Experience using USAS (Uniform Statewide Accounting System) is preferred.
  • Experience with general ledger and automated accounting systems is preferred.
  • Experience working with accounts receivables in a state agency is preferred.
  • Experience with federal reimbursements is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:

  • Valid driver’s license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for driving state or personal vehicles to conduct agency business.

OTHER REQUIREMENTS:

  • Must be able to obtain a Common Access Card (CAC). Selected candidate must pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85.

KNOWLEDGE, SKILLS AND ABILITIESKnowledge of
  • Generally accepted accounting principles (GAAP) and procedures affecting maintenance of accounting records and of automated accounting systems;
  • Automated accounting systems, including CAPPS Financials (PeopleSoft Financials) and Uniform Statewide Accounting System (USAS); and
  • Accounting and financial operations

Skill in:

  • Using a personal computer with Microsoft applications to include Word, Outlook and Excel;
  • organization and attention to detail; Using office equipment such as copiers, printers and fax machines; and
  • Communicating effectively both orally and in writing.

Ability to:

  • Perform entry level accounting transactions;
  • Prepare financial and accounting records and review work for accuracy;
  • Work accurately with numerical data for long periods of time;
  • Communicate in a clear and concise manner; and
  • Establish and maintain effective working relationship with supervisor, co-workers, subordinates and customers.

PHYSICAL CONDITIONSPosition required to work 8:00am to 5:00pm with one hour for lunch, Monday thru Friday. Work is typically performed in a sedentary office setting involving sitting, standing and walking to perform job duties. Work requires extensive use of a personal computer and telephone. This position may periodically require the ability to lift, carry, move and/or set up equipment and materials that weigh up to 25 pounds.
