Job Description


Scope:

The Test Engineering Manager provides direct management oversight for all test engineering and product qualification activities in support of the business unit programs including internal research and development. The Test Engineering Manager will lead various engineering and related support personnel involved in the design and development of automated test solutions for engineering and operations, product qualification equipment, procedures and reports, and process and quality improvement activities. The Test Engineering Manager will also assist with new business capture by developing bids of estimates and assisting with proposal response generation. The Test Engineering Manager is a working position with an expectation of at minimum 50% of time spent on test engineering development activities in direct support of programs and the remainder of time dedication to the management and leadership activities.

Responsibilities and Tasks:

  • Provide coaching and leadership for the test engineering organization.
  • Direct initial program planning including proposal philosophy coordination, technical baseline definition, proposal preparation; subcontractor statements of work specifications; estimation of product or service costs.
  • Design, automate, and maintain test equipment used for design and qualification validation testing, manufacturing product validation, and engineering design test verification.
  • Develop requirements, specifications, plans, procedures, and reports for test system development and product qualification, verification, and validation.
  • Define projects and act as technical leader, assisting others in the solution of complex problems involving diverse areas of various technical disciplines.
  • Assure that project engineering costs adhere to budget and develops engineering budgets.
  • Participate in design reviews.
  • Determine technical and cost feasibility of projects; prepare proposals for new business with assistance from subordinates.
  • Act as spokesman to customer personnel on engineering capabilities and future efforts. May be instrumental in attracting and obtaining major new business contracts.
  • Assure engineering research and development results are consistent with customer and company requirements and objectives.
  • Assure effective liaison with other functions and departments to obtain all cooperation and support required for the success of assigned programs.
  • Review job performance of subordinates and personnel insuring assignments are given according to individual capabilities and promotions, transfers, terminations, compensation change are acted upon where warranted. Responsible for developing and utilizing talents of assigned personnel to best accomplish company goals and hiring of additional talent.
  • Makes healthy use of conflict and disagreement to promote learning and expand team perspectives, encouraging the parties to work together towards problem resolution by working with the parties to identify a range of acceptable solutions and when appropriate, proposes effective compromises that satisfy some of each party’s needs; ensures mutual commitment to a solution.
  • Encourages departmental staff to attend relevant training and workshops to broaden skills explaining why training is relevant to employee’s career and improves the performance of the company.
  • Other related duties as assigned by Senior Management.

Qualifications


Required Knowledge, Skills, and Abilities:

  • Must be able to obtain a favorably adjudicated DOD Clearance at the Secret level.
  • 7+ years’ experience in test automation design and development including software programing and hardware development for RF, digital, and mixed signal testing.
  • Understanding of environmental and electrical MIL standards for product qualification.
  • Recognized staff leadership abilities and willingness to take initiative.
  • Ability to implement at an organization and program level, product or service goals and monitor their progress.
  • Provide thorough, accurate information to answer customers’ questions and to meet commitment times or performance guarantees.
  • An understanding of how to manage programs & projects through lean manufacturing and good supply chain management.
  • Excellent oral and written communication skills.
  • Ability to manage product or service staff to accomplish successful business results by working effectively in teams while solving technical or administrative problems.
  • Willingness to learn and improve in all areas.
  • Maintain confidentiality as appropriate about matters encountered in the workplace.
  • Ability to communicate to senior management with suggestions & critical feedback.
  • Ability to calculate and determine the cost & price of products through complex Accounting calculations and entries, to include Profit and loss calculations.
  • Be able to understand a number of different approaches to problems and then select the best solution to accomplish the task.
  • Observe and evaluate the outcomes of implementing the solution to assess the need for alternative approaches and to identify lessons learned.

Preferred Knowledge, Skills, and Abilities:

  • TestStand Scripting using LabVIEW and C/CVI/C++/.Net DLLs.
  • C/C++/C# programing experience.
  • Database design, implementation, and SQL programming.
  • Cost Account Management Experience.
  • Knowledge of the defense and military industry with some specific knowledge about the customer base for the assigned product.
  • Integrated Product Team leadership experience.

Education:

A Bachelor’s degree in Engineering is required; Electrical, Computer, or Software Engineering preferred.
