Purpose of PositionTHIS POSTING WILL BE USED FOR ON-GOING RECRUITMENT AND WILL REMAIN OPEN UNTIL FILLED.
Why does the job exist?This position supervises the technical section of the Construction Programs Bureau engineering staff and manages funding for water, wastewater and solid waste projects.
How does it get done?The purpose of the position is to administer state and federal loan and grant money for the construction of water, wastewater, and solid waste projects to ensure the appropriate outcome without waste, fraud, or abuse. The position devotes a significant amount of time to directing the work of two engineering managers and six staff engineers. The position is responsible for managing four memorandums of agreement with other agencies that provide technical support for water and wastewater projects funded by other agencies. It also includes engineering review of loan and grant agreements, preliminary engineering reports, A/E contracts, construction contracts, interim and final construction inspections, requests for change orders, and administrative closeout of publicly funded construction projects. This position manages the most complex and difficult projects and works with the engineering staff to train them and oversee their work. As a professional engineer, the position is responsible for independent review of plans and specifications and other technical engineering documents and the review of the work performed by the non-licensed engineering staff.
Who are the customers?Customers include New Mexico communities, engineering firms, other funding agencies and New Mexico Environment Department upper management.
Ideal CandidateHas supervisory experience supervising other engineers.
Minimum QualificationBachelor of Science Degree from an accredited college or university in a relevant engineering discipline with licensure and eight (8) years of engineering experience, four (4) of which must be as a Licensed Professional Engineer and (2) years of experience in a supervisory/managerial role. Must be certified by the NMBLPEPS as a Licensed Professional Engineer in good standing.

Employment RequirementsMust possess and maintain a valid New Mexico Driver's License. Employment requires successful completion of post offer pre-employment physical. Reference check and Driver's License verification are required and employment is conditional pending results.
Working ConditionsExecutive Order 2021-046 requires all employees with the State of New Mexico to provide either proof of COVID-19 vaccination or proof of a COVID-19 viral test every week.
The Public Health Order (on Vaccination) dated August 17, 2021, requires Congregate Care Facility Workers and Hospital Workers to be fully vaccinated.

Work is performed in an office setting. Exposure to: Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. Communication with the general public and public agencies on a frequent basis. Ability to lift up to 50 pounds. Ability to meet multiple deadlines. Occasional statewide and out of state travel maybe required.
