Job Description

Responsibilities:

This role reports directly to the Global Supplier Diversity Senior Manager and works closely together in developing and executing comprehensive small business strategies for the sector. Candidate should have strong knowledge and execution of government subcontract requirements/reporting, most importantly Federal Acquisition Regulations DFARS and (FAR) 52.219 Small Business and Public laws on diversity regulatory requirements a plus. Ability to manage multiple projects at a time and provides critical input in decision making. Quality-focused, customer-oriented individual with the business and critical skills to manage a wide variety of supplier diversity activities. Candidate should possess the ability to collaborate closely with GSC leadership, engineering, proposal/program teams, small businesses and have the ability to work with all levels of senior leaders/IPT and support the Small Business sector strategies. Candidate will also have excellent interpersonal skills, including collaboration, team building, problem solving, listening and relationship building. Ability to prioritize and manage competing deadlines. Excellent written, verbal and presentation communication skills. Must be able to deal with demanding situations on a daily basis; a self-starter and ability to work in team environment or independently.

Statement of work will include, but is not limited to the follow:

Prepare and submit semi-annual SF294 and SF295 government reports and other small business reports as required. Solicit, identify and recommend small business subcontractors. Maintain, validate and ensure accuracy of SEBP database. Coordinate with procurement, subcontracts and engineering to ensure accuracy in the vendor master file. Prepare small business subcontracting plans for new contracts, modify or existing contracts to support various government programs. Prepare and analyze monthly SEBP metric reporting and program status reports as needed. Review, prepare and monitor Individual Subcontracting Plans. Conduct annual and periodic SEBP training for sector Procurement, Subcontracts, Contracts and others, as required by statutory requirements. Assist in compliance reviews with Defense Contract Management Agency and Small Business Administration. Assist current and new suppliers in doing business with Northrop Grumman, problem solving, and data submittal. Support Socio-Economic Business Outreach Program including; Act as AS sector representative for various local and regional trade associations; participate in trade shows, conferences and meetings.

MBA/Master’s degree a plus but not required. Computer literacy and proficiency in the use of Excel software, Microsoft Word, and Power Point. Financial analysis, data analytics and spend analysis. Prior experience in this role desired strong verbal, written and presentation skills

Bachelor's degree with 5 years of experience in Global Supply Chain (e.g. Contract Management, Business Management, Supplier Diversity, strategic sourcing); 3 years with Master's degree
Strong familiarity with Small Business, FAR 52.219 Regulations and DCMA and SBA Audits
Ability to plan, schedule, coordinate and execute complex plans
Proficient with Microsoft Office Suite
Preferred Qualifications:

MS or MBA degree in Business or Supply Chain
