BALTIMORE COUNTY PUBLIC SCHOOLS

JOB TITLE: Supervisor, Business Systems - Food Service

REPORTS TO: Director, Office of Food and Nutrition Services

DEFINITION: Coordinates, plans, and supervises the information technology systems for school nutrition accountability, student meal eligibility benefits, student meal payments, and Free and Reduced Meal (FARM) Program. Administers the Maryland Accountability and Reporting systems and oversees the computers and network accountability for the Office of Food and Nutrition Services (OFNS). Performs other duties as assigned.

EXAMPLES OF DUTIES:
Manages the Free and Reduced-price Meal (FARM) program to include the supervisor of student meal benefits eligibility determinations from household meal benefit applications (HMBA) and direct certification processes. Provides FARM’s data to various departments and offices as needed.

Manages the information technology systems for school nutrition accountability and student meal eligibility benefits to include oversight for implementation of modifications to ensure regulatory compliance.

Oversees the client interface with the web-based payment system to ensure reconciliation of payment transactions to student meal accounts, bank deposits, and financial system.

Administers the Maryland Accountability Reporting System (MARS) to include user management, program administration, and reporting. Supervises the preparation, review, and submittal of the monthly revenue transactions.

Supervises the database and system administrator functions to include installation, configuration, monitoring, maintenance, security, reporting, and end-user support.

Collaborates with business partners to include outside vendors, regulatory agencies, and Department of Information Technology with regard to system modifications, updates, and compliance issues. Identifies office technology initiatives and leads the acquisition and evaluation of hardware, software, equipment, and services.

Supervises the on-site and central help desk technical support for the school nutrition accountability system.

Oversees the review, adjustment, and reconciliation of sales, cash, revenue, meal counts, account balances, and bank deposits. Supervises the preparation of reports and analysis for food services leadership.

Supervises staff members which includes providing performance appraisals and approving time and attendance.

Participates in administrative staff meetings, assists with office budgetary process and development of operating procedures.

Participates in audits as needed.

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

  • Graduation from an accredited college or university with a bachelor’s degree in management information systems, business administration, or related field plus seven years of experience in program administration and/or management information systems required, three years’ experience at a supervisory level.
  • Experience with information technology fiscal management is preferred. Master’s degree preferred.

Knowledge, Skills, and Abilities:

  • Knowledge of applicable federal, state, and local laws, regulations, and policies.
  • Knowledge of the principles and practices of budgeting, accounting, and purchasing, especially in the public sector.
  • Knowledge of the principles and practices of technology management.
  • Knowledge of the principles and practices of analyzing the cost-effectiveness of operations.
  • Skill in communicating effectively.
  • Skill in developing and maintaining effective working relationships with clients and others, both internally and externally.
  • Ability to meet deadlines and schedules, setting priorities, and working as part of a team.
  • Flexibility is required to work with others in a wide variety of circumstances,
  • Ability to manage operations-related projects and prepare and maintain accurate records.
  • Skill in problem solving is required to analyze issues, create action plans, and maintain records.
  • Skill and abilities to supervise and evaluate assigned food service personnel.
  • Skill and ability to organize, plan, and execute work with minimal supervision.
  • Ability to interpret financial reports and analysis to effectively manage programs.
  • Ability to operate a personal computer and related software.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:
Work is performed in the central office and occasionally at selected sites.
Work involves sitting, standing, walking, bending, and operating a computer.

CONDITIONS OF EMPLOYMENT:
Persons appointed to this position are designated as essential-as-needed personnel and may be required to work during emergency events, subject to call to duty, and may be required to work beyond their normally scheduled hours with little or no advanced notice.

FLSA: Exempt

SALARY: Grade 08 on the BCPS OPE 12 Month payscale $82,953 - $128,245.

Eligible for the Baltimore County Employees’ Retirement System.

Pre-Employment Requirements:

  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $106. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
