The County of Riverside's Department of Housing, Homelessness Prevention and Workforce Solutions (HHPWS) is filling a Supervising Development Specialist position that will be assigned to their Riverside location. However, the incumbent will occasionally work out of partner locations throughout Riverside County when serving the department. They will serve the Community Career Services Unit, this unit is responsible for delivering workforce development resources to residents in their communities where they are most needed. The incumbent will supervise, organize, and direct career services being delivered to effectively ensure adequate program or project management support for our community is received. The department desires candidates who are current County of Riverside's Department of Housing, Homelessness Prevention and Workforce Solutions (HHPWS) employees; have supervisory or lead experience overseeing the work of staff; candidates who are self-directed, capable of taking the initiative, work independently, and have the ability to exercise good judgment and make sound decisions under complex conditions or in novel situations; have experience assisting job seekers with their employment needs where you connected them to state or federally funded programs; have experience managing a project portfolio where you were responsible for multiple projects at once; have experience in data analysis where you used the data for decision making using strategic planning; and experience effectively working with internal and external persons for business purposes.MEET THE TEAMThe Housing, Homelessness Prevention, and Workforce Solutions (HHPWS) Department
EXAMPLE OF DUTIES
OPTION IExperience: Two years as a Development Specialist III with the County of Riverside with at least one year in a lead capacity. (A master's degree from an accredited college or university in public or business administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside EDA may substitute for one year of the required non-lead experience.) OPTION II Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business or public administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside EDA. (Additional professional, technical, or senior clerical experience in a job-related field similar to that utilized within the County of Riverside EDA may substitute for the required education on the basis of one year of qualifying full-time experience equaling 30 semester or 45 quarter units of the required education.) Experience: Four years of professional experience in a job-related field similar to that utilized within the County of Riverside EDA, with at least two years in a lead or supervisory capacity. (A master's degree from an accredited college or university in public or business administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside EDA may substitute for one year of the non-lead/supervisory required experience.) EXAMPLES OF ECONOMIC DEVELOPMENT AGENCY FIELDS: Economic development; housing and community development; commercial development; real estate; community services (e.g., parks, community centers, or lighting, water, and utilities programs), workforce development (e.g., employment programs or job training programs); eligibility or social programs; finance; contract monitoring/management; environmental or sustainability programs; foreign trade; public relations; marketing; fund raising; film; aviation; human resources; museums; and libraries. ALL OPTIONSKnowledge of: Principles of public administration and personnel management; techniques of administrative and budgetary analysis; federal regulations for the Community Development Block Grant Program and housing programs; the purpose and structure of public job training programs; local agency employment practices, conditions, and needs; community resources and the training and educational services being provided; vocational and employment counseling techniques; qualifications necessary to fill jobs in various employment sectors; laws and regulations governing the funding and operations of publicly funded training programs. Ability to: Research, compile, and analyze economic, industrial, housing, and community development or job training information, and recommend effective courses of action; organize factual materials and perform research and analysis in developing reports and promotional literature; write grant proposals; provide technical assistance and consultation service to government organizations and community agencies and groups; monitor program operators' compliance with contracts; establish and maintain effective relations with business representatives, civic groups, the general public, and co-workers; exercise tact and discretion in communicating material of a sensitive nature.

EXAMPLE OF DUTIES
- Provide full scope supervision over a professional unit of staff who perform technical and analytical program/project related work activities based on department assignment or plan,; organize and direct workforce development, economic development, housing, or community development projects to ensure adequate program/project management functional support of large scale projects and/or key program initiatives. • Determine financial impact and monitor budget of projects; provide recommendations regarding projects to be funded and present justification to administration. • Maintain working relationships with federal, state, and local agencies, County departments, community groups, and private-sector businesses and developers. • Maintain program linkages with training institutions, employers, and community service agencies. • Compile and compare project statistical data with established program goals. • Negotiate, administer, and monitor contracts and agreements; supervise Development Specialist staff with regards to specific projects or job training activities by prescribing procedures and methods, scheduling and assigning tasks, monitoring progress, reviewing results, and being responsible for completion of tasks and the evaluation of work performance. • Collaborate and maintain effective working relationships with partners inWorkforce Development’s Employer and AJCC Career Services Units, workforcedevelopment system partners, and other relevant organizations and entities.
