The work involves monitoring and coordinating activities associated with the substance use testing program of the Nebraska Probation System, arranging for, conducting, and maintaining documentation for substance use testing, and summarizing information regarding positive results or recent substance use.

Location of position: Lincoln

Work schedule: Working Hours are Monday – Friday 4:30 a.m. to 1 p.m.

Examples of Work

This classification is distinguished from the Drug Technician classification by higher level responsibilities in assisting the supervising Probation Officer, more involved contact with clients, scheduling responsibilities, and serving as compliance liaison. Assignment of this position within a district is at the Probation Administrator's discretion and contingent upon the unique needs of the district. Meet with individuals to obtain background information; assess appropriate frequency of substance use testing, maintain schedules, explain the expectations of the substance use testing program to individuals and make appropriate referrals to testing groups. Verify compliance with substance use testing protocols and programs, including initial queries regarding positive, missed, diluted, tampered or other testing issues. Report any violations, assist with collateral investigations and prepare investigative reports. Assist the probation officer with immediate response to an absence for substance use testing and whenever the results of a positive test indicates use of alcohol and/or drugs. Monitor data within the Nebraska probation data management information system to ensure sanctions for positive test results are addressed within the required timeframe. Collect and dispose of urine specimens, conduct screens utilizing various sanctioned testing methodologies. Observe, collect, and analyze substance use tests utilizing all approved methodologies. Maintain accountability and proper identification for each specimen chain of custody evidence. Responsible for maintaining and ordering substance use testing supplies, on-site testing equipment, inventory, up-to-date maintenance and calibration. Complete accurate and timely paperwork and generate reports. Communicate on a regular basis with supervising probation officer; maintain detailed case notes documenting client contact, activities, and results of substance use testing. Testify in court regarding substance use testing results. Train field service staff. Monitor substance use testing database information for accuracy, and alert staff regarding substance use testing performance and compliance. Be familiar with the substance use disorders, the Standardized Model and able to administer required secondary assessments. Report all hazardous incidents encountered in the course of duty. Perform all other duties as assigned.

Qualifications / Requirements

REQUIREMENTS: Associate's degree in criminal justice, office management, medical or laboratory assisting, secretarial/office support or a related area. Or One year of experience in office management, secretarial/office support, or as a drug technician or a related position. Experience must include use of computer software such as word processing, spreadsheets, and database management.

Knowledge, Skills and Abilities

Ability to maintain a routine process for ordering drug-testing supplies and manage usage. Ability to learn all computer and technological applications. Ability to follow oral and written instructions, meet deadlines, communicate, organize time, set priorities, and work under stressful conditions.

Ability to display a professional demeanor; establish and maintain effective working relationship with criminal justice personnel, probation participants and others. Knowledge of the criminal justice system, probation procedures, sentencing guidelines, legal terminology and general court procedures and the supervision process. Prior experience working with justice-involved populations. Knowledge of common drugs of abuse and associated compounds/metabolites. Knowledge of various methodologies in the field of drug testing.

Knowledge of the community and its resources. Knowledge of modern office practices, procedures, systems, and equipment, including the internet and e-mail and Microsoft Office applications.
