We seek a Subcontracts Specialist (Mid) to support our corporate office. The ideal candidate will be able to perform the following duties, as well as, possess the following education and experience:
- Support Prime Contracts with subcontractor activity of moderate dollar value and complexity with limited oversight and direction
- Act as primary interface between subcontractors and Precise
- Interface with Program Management, Contracts, Project Finance, Accounting, Business Development and members of Precise corporate leadership
- Attend and serve as a Procurement representative at program and project meetings.
- Creation of moderate complexity RFP solicitations in accordance with Government and Precise requirements.
- Evaluate subcontractor proposals (cost/price analyses)
- Participate in the review and approval of Subcontractor invoices
- Participate and sometime leads negotiation of pricing and terms and conditions with subcontractors
- Issue and administer subcontracts of various types including identification and inclusion of flow down requirements from the Prime Contract.
- Maintain and update subcontractor file documentation for internal and external audits by applying CPSR compliant best practices, policies, and procedures.
- Identify and resolve moderate issues and problems on assigned subcontracts
- Perform subcontract close-out activities.
- Negotiate non-disclosure agreements (NDAs) and teaming agreements
Required Education:
- Bachelors or minimum 2 years equivalent relevant work experience.
Required Experience:
- Four (4) years or more of related experience
- Strong interpersonal, oral, and written communication skills
- Proficiency with MS Office
- Ability to multi-task and complete work assignments with tight deadlines
- Motivated self-starter who can work with minimal oversight and as part of a team in a dynamic environment
- Attention to detail, problem-solving, and strong time management skills
- Experience working with the FAR, DFARS, and government acquisition process in support of subcontract or contract administration
- Experience with multiple contract types including cost types
- Experience with Deltek Costpoint or similar Enterprise Resource Planning (ERP) system
- Experience operating in a DCMA Approved Purchasing System environment / creating CPSR compliant files
- Experience supporting contracts with the NAVY and NAVAIR
