ORGANIZATIONAL SUMMARY:

The University Controller's Office is a System-wide function which is led by the Associate Vice President/Controller and has approximately 125 employees. The UCO consists of Financial Reporting & Accounting (General Accounting, Financial Systems, Reporting, Research Cash Management, Asset Management); Payment Services (Accounts Payable, Travel); Purchasing Services (Purchasing, PCard, Central Receiving); Student Financial Services (Cashier's Office, Student Accounting & Customer Services, Accounts Receivable); Payroll and Tax Services and the Office of Supplier Diversity. The UCO's mission is to safeguard institutional resources and provide accounting and operational support to the USF System while ensuring compliance with all Federal, State and regulatory financial guidelines.

POSITION SUMMARY:
The Strategic Category Manager will develop and execute high value category management across all areas of the supply chain including department outreach and supplier relationship management to unlock value for USF. Management tasks will involve building relationships across all areas of the supply chain from department outreach and training, data analysis, identification of gaps/ opportunities, drafting technical documentation and facilitating public solicitations, e-procurement system improvements, contract management and negotiation and supplier relationship management. This position will use data-analytics to extensively explore our data management system, e-procurement system and USF financial systems to develop reports, sourcing strategies, opportunity road-maps and solutions to procurement gaps. This position will keep management informed of market trends, issues and changes in their assigned commodity field by analysis of market data and deepened understanding of the industry dynamics and best practices.

RESPONSIBILITIES:
Analyzes spend and market data from all available sources to identify, develop and act on cost saving and strategic opportunities for the USF System. Position will work with team members to ensure data is of high integrity and high quality.

Develops and/or supports public solicitations by identifying need through data analysis. Recruits stakeholders for participation and solicit proposals from suppliers. Negotiates and processes contracts in the Bull Marketplace system within category of expertise.

Grow our e-procurement marketplace and preferred supplier contracts through developing and fostering supplier relationships to provide purchasing efficiency, best value, and cost savings to USF.

Partner with USF Departments to understand their purchasing needs to source suppliers and opportunities that will provide the best value to USF. Partnership may involve recurring meetings, survey development and analysis and training. Partnership may extend beyond the USF System to other FL-SUS schools.

Provides category expertise and partners as needed with purchasing agents to provide guidance on supplier choices and contract utilization. The goal of which is to increase use of best value contracts and increase managed spend. Approves select contracts entered into Bull Markteplace system by ensuring compliance with procurement guidelines, policies and procedures.

POSITION QUALIFICATIONS:

MINIMUM:
This position requires a Master's degree in an appropriate area of specialization or a Bachelor's degree in an appropriate area of specialization and three years of appropriate experience. Appropriate college coursework or vocational/technical training may substitute at an equivalent rate for the required education.

PREFERRED:
Advanced/Expert MS Excel Skills, Advanced Microsoft Office Suite Skills, Experience with SQL, Access, PowerBI, or Tableau would be an asset. Experience with statistics, data analytics, data handling. Procurement experience or experience with supply chain management. Experience with marketing, report development, data visualization or sales/education/training

SPECIAL SKILLS/TRAINING:
Advanced/Expert MS Excel Skills, Advanced Microsoft Office Suite Skills, experience with statistics, data analytics, data handling. Preferred: skills in education, marketing or sales, supply chain management.
