Job Description:

This position is responsible for providing specialized support statewide to the LA DOTD as well as specialized services to departmental section heads (comprised of faculty, trainers, researchers, engineers, graduate students, etc.) in the creation of competency models, technology integration, technology transfer of technical and non-technical efforts, and special projects that represent a variety of stakeholders in Louisiana. Serves as the subject matter expert for human resource development efforts for the Louisiana Transportation Research Center, LA DOTD, LTAP, and other statewide programs.

Job Duties

Responsible for the management, development, and implementation of the Louisiana Department of Transportation and Development's Statewide Highway Competency Training Program. This position will be responsible for: identifying competencies and practices needed for successful performance; assessing current and projected needs; determining what interventions would bridge the gaps; creating processes that will prioritize training needs; and matching available resources to meet those needs.

Serve as a liaison between the various units within LTRC on special projects extending through multiple units. Serve as a liaison to various DOTD Sections/Units (i.e. Secretary’s Office, QCIP, Human Resources, etc.) with the purpose of reporting special projects of interest. Serve as the instructional design subject matter expert for LTRC and DOTD while assisting trainers (statewide and at LTRC) as they develop, implement, and evaluate courses.

Develop resources for department-wide initiatives, including, but not limited to: systems, policies, and procedures. Serve as a strategic partner to sharpen the work of other staff, reviewing recommendations, providing feedback, and refining drafts and products. Provides short-term backup during high intensity periods. Examples include such diverse tasks as: budget development, overseeing a recruitment process, preparing a training deck, etc.

Manage research and analysis to support Technology Transfer and Training’s broad range of activities and engagements, both internally and externally. Assist in the creation, maintenance, and improvement of key internal and external processes and initiatives, while ensuring they align with our strategic plan and mission.

Assists the Associate Director of Technology Transfer and Training and other key departmental leadership with the development, planning, coordination, and update efforts to help meet the training needs of LA DOTD and support research and technology transfer efforts of the LTRC. Establishes and implements best practices in instructional design of materials and training efforts.

Prepares proposals by determining concept, gathering and formatting information, writing drafts, and obtaining approvals to secure external funding for workforce development and technology transfer initiatives.

Performing collaborative efforts in partnership with DOTD, NTTD, ATD, and other professional organizations.

Other duties as assigned by supervisor.

Minimum Qualifications

  • Bachelor’s Degree in Training, Education, Human Resource Development, Psychology, Business, Communications, or a related field.
  • 4 years of professional experience related to training and development; industrial/organizational psychology; human resource development; education; needs assessment; organizational development; highway transportation; or program evaluation.

Preferred Qualifications

  • Master's in Ed. Leadership, Adult Ed., HREWD., Bus. Adm., Org. Dev., Prog. Eval,. or related field
  • 5 years of professional experience related to competency modeling, instructional design, teaching or training, and instructional design experience

Special or Physical Qualifications Due to the nature of this position and/or position responsibilities, this position shall be subject to drug/alcohol testing in accordance with University Policy Statement 67.
