Position Summary:

Lead Permitting and Regulatory Efforts supporting multiple sectors within Cordoba. This effort includes the following:

EDUCATION / BACKGROUND:

• BA/BS and/or Professional in Environmental Management, Environmental Science, Sustainability, Natural Resources. Ten plus (10+) years of experience in project management in Regulatory Permitting and CEQA/NEPA type work. (REQUIRED)
• Juris Doctor with practice focus on, Environmental and Land Use and Regulatory/Administrative law. (Preferred)
• Background experience in site remediation/Toxics, environmental chemistry (Preferred)

EXPERIENCE:

Resource Agency Experience: Knowledge of the regulatory framework including understanding of applicability and interaction of federal/state statutes, regulations, and guidelines. Proven track record of experience dealing with the government Agencies and statutes:

Natural Resources:

• United States Fish & Wildlife Service (USFWS): U.S. Endangered Species Act (ESA) §7 Consultation (Incidental Take Authorization); §10 Habitat Conservation Planning (HCP). Including preparation of Biological Assessments (BA; as per 16 U.S.C. 1536 (c) and the Endangered Species Consultation Handbook)
• California Department of Fish & Wildlife (CDFW): California Endangered Species Act §2071 (Incidental Take Permit) and §2070.1. California. Endangered Species Act (CESA); California Fish and Game Code [Cal. Fish and Game Code], §§ 2050–2085), the California Native Plant Protection Act (Cal. Fish and Game Code §§ 1900–1913), the California Fully Protected Species statutes, and other regulations, such as those species that meet the definitions of rare, threatened, or endangered under CEQA Guidelines §§ 15380 and 15125. Although the special-status species designation does not extend to all bird species protected under the Migratory Bird Treaty Act of 1918 (MBTA; 16 U.S.C. § 703–712) or the corresponding California bird protection statutes (Cal. Fish and Game Code §§ 3503, 3513), Lake & Streambed Alteration Agreements (LSAA: F&G §§ 1600/1602)
• California State Water Resources Control Board (SWRCB) and Regional Water Quality Control Boards (RWQCB): Clean Water Act §401 (Water Quality Certification); §402 (NPDES); Total Maximum Daily Loads (TMDL)s, multi-jurisdiction agreements (SWRCB). Waste Discharge Requirements (WDR).
• United States Forest Service (USFS): Special Use Permits.
• United States Army Corps of Engineers (USACE): Clean Water Act (CWA) §404 (Dredge/fill Permitting); Rivers & Harbors Act (R&H) §408 (modification of Federal Facilities)

Caltrans / Federal Highway Administration:

• California Department of Transportation (CALTRANS): Experience working closely with Caltrans Districts. Permitting, Design and Right of Way.
• Design Standard Decision Documents (DSDDs): Advocate for approval of SDG&E designs that do not meet Caltrans Highway Design Specifications. Coordination with Caltrans.
• Encroachment Permit Exceptions (EPE): Advocate for approval of SDG&E designs that do not meets standards set forth in the Encroachment Permit Manual and/or Project Development Procedures Manual (PDPM). Coordination with Caltrans.
• Encroachment Permits: Prepare/Coordinate Encroachment Permit Applications.
• Federal Highway Administration (FHWA): Project approvals for projects subject to FHWA jurisdiction (i.e. Interstate/Freeway projects)
• Planning: Preliminary Environmental Study (PES): Impact analysis and public notification packages. Natural Environment Study (NES): Biological Resource Assessments

Planning / Land-use:

• National Environmental Policy Act (NEPA) & California Environmental Quality Act (CEQA): Categorical Exemptions, Environmental studies.

Local Agencies/Ordinances (County, City, etc.)

• Building Permits, Encroachments, and other permits etc.

Business Development:

• Proposal Preparation: Analyze project scope to identify regulatory/permitting requirements, formulate compliance objectives, compliance plan and timeline, and cost estimation.

OTHER SKILLS:

• Project Management: Ability to manage projects including scheduling, technical and legal review of documents/studies; Client coordination and communication; Billing / budget management.
• Computer / GIS: Ability to use various project management tools (MS-Project / Primavera): MS suite (Word, Excel, Power-point, Publisher); GIS (ArcMap 10.4). Computer Programing Visual Basic.
• Sales/Marketing: Ability to develop business opportunities with existing and potential clients. Prepare presentations.
• Technical/Regulatory Writing: Ability to analyze and write at a highly technical level. Including preparation of analytical reports and studies to support Environmental Review Documents (CEQA/NEPA), and environmental Permits (Including but not to limited to: CWA 404, CWA 401, R&H§408, F&G 1602, ESA Section 7 Consultation, Caltrans Design Exception Packages, etc.
• Negotiation: Represent client interest(s) in communication and negotiation with Regulatory Agencies; Ability to find creative solutions to complex regulatory / permitting problems. Have advocated on behalf of State and County Agencies interest on promulgation of new regulations.

Compensation: $125k - $165k Based on Experience
