**Overview**

The National Hypertension Initiative is funded by the Department of Health and Human Services (DHHS) Office of the Assistant Secretary of Health, with funding from the Office of Minority Health and the Health Resources and Services Administration (HRSA). The National Hypertension Initiative will improve COVID-related health outcomes for highly impacted racial and ethnic minorities by addressing hypertension as a key risk factor. The American Heart Association (AHA) will provide technical assistance to HRSA-funded health centers to increase provider and clinician engagement in implementing evidence-based practices and will also include a community integration component, as well as a national targeted media and public education campaign.

**Responsibilities**

The American Heart Association (AHA) has an excellent opportunity for a **Sr. Operations Manager** in our **National Center** office located in **Dallas, TX (remote/home based is acceptable)** .

The Senior Operations Manager is responsible for the day-to-day functioning of all aspects of the DHHS-funded National Hypertension Initiative, jointly funded by the DHHS Office of Minority Health (OMH) and Health Resources and Services Administration. The vision of the Initiative is to address health disparities in hypertension among racial and ethnic groups nationwide through a multi-prong strategy targeted to healthcare centers and clinicians, communities and the public.

This role works with the Senior Program Officer, program team and other AHA administrative departments to provide operational, fiduciary, logistical and administrative support for the program, address operational and project deliverables including budget management, contracting, DHHS and CARES Act reporting requirements. The position will also support program deliverables such as: technical assistance, communications and evaluation components.

This position will work collaboratively with National Center staff, regional leadership, government grants staff, and finance, to deliver on program operational needs, program oversight and manage the efforts of both the AHA and its partners and ensures the project deliverables are implemented. Additional responsibilities include tracking scheduled deliverables and budget utilization and supervise two evaluation analysts, a project coordinator and the deliverables of a project management consultant.

***This is a full time, benefits eligible grant funded position.** **Current funding is through approx. 12/2023.***

**Essential Job Duties: **

+ Oversees and manages operations, including finance, procurement, and relationships with legal, external vendors and partners, to ensure that the business overall goals are reached, and that all AHA guidelines are followed. Develops standard operating procedures for government-funded Consumer Health project.

+ Act as lead in annual budget preparation and facilitation including communicating procedures, distributing and completing budget templates, training department managers and overseeing modifications or revisions. Coordinates with leadership team for submission to Finance.

+ Prepare and distribute monthly reports on variances to department leadership. Including analysis on department financial activities from purchasing, contract terms and vendor invoices against budget. Provide reconciliation guidance and recommendations.

+ Facilitates vendor contract management process to ensure contracts are reviewed and approved through internal Procurement and Legal procedures.

+ Work with government grants team and grants administrator to ensure all federal rules and policies are followed, and that the project is managed with efficiency, integrity and with full compliance to AHA's obligations to the government. Other duties, projects, or analyses as assigned including participation of cross functional task forces.

**Qualifications**

+ Bachelor’s Degree in Government Grant Management, Non Profit Management, Finance, Public Health Administration or a related field of study.

+ Minimum of five (5) years of comprehensive experience applying the principles and practices of accounting, financial analysis, budget analysis and general business administration.

+ Proficient in large-scale purchasing, budget projection and planning, variance analysis, and reconciliation requirements. Ability to analyze financial data and interpret into narrative form.

+ Experience in government grant project management; Must have in-depth knowledge of budgeting, financial and reporting processes with government grants.

+ Excellent in oral and written communications. Ability to communicate with all levels of AHA staff. Ability to communicate to technology and non-technology staff.

+ Demonstrated ability to simultaneously manage multiple projects.

+ Must be able to travel locally approx. 25% and overnight approx. 25% of the time.

**Salary: **

Pay is commensurate with experience; geographic differentials may apply.

**Benefit Plans: **

Employees scheduled to work at least 20 hours per week are eligible to participate in the medical, dental, and vision plans the first of the month following 30 days of service. AHA subsidizes the medical and dental cost to ensure benefits are affordable. Retirement Plans: AHA retirement plans offer employees a way to start saving after their first paycheck. The retirement plans provides employer contributions after two years of service. If you have previous 501(c)(3) non-profit experience, within the last 5 years, at a national health agency, an institution of higher learning or a medical institution, that experience may count towards the two-year waiting period. Employees are 100% vested in employee and employer contributions.

Paid Days Off: Regular full-time and part-time employees earn Paid Time Off (PTO) based on years of service. PTO begins accruing on date of hire. Full time employees receive one paid Community Service time off day per year and are encouraged to participate in projects, programs and organizations which contribute to the health and vitality of their communities. AHA also offers 12 paid holidays per year.

Leaves of Absence: AHA offers both Short Term and Long Term Disability benefits which replace earnings if you are unable to work due to a non-work-related illness or injury. Employees are eligible for Short Term Disability after 90 days of service and are eligible for Long Term Disability after being disabled for 90 days or more. Eligible employees can take up to 12 weeks off of work for a qualified leave of absence under the Family Medical Leave Act (FMLA), intermittent FMLA leaves and leave as an accommodation under the Americans with Disabilities Act as Amended (ADAAA.
