Serco, Inc. has an opening for a Senior IT Applications Development Manager in Herndon, VA.
Duties: Responsible for systems analysis and application development activities. Design, develop, modify, adapt and implement short- and long-term solutions through new and existing applications, systems architecture, network systems and applications infrastructure. Direct and lead development teams in the areas of scheduling, technical direction, future planning and standard development practices. Ensure top quality design reviews meet business goals. Set and implement policies and procedures related to application quality standards and testing. Provide project management and technical leadership for every aspect of the software. Meet scheduled milestones to ensure project/program objectives are met in a timely manner. Establish and stimulate software development standards and processes along with best practices for delivery of scalable and high-quality software. Prepare lifecycle for different projects inclusive of research, development, design, evaluation, testing along with delivery to product management. Develop relationships with existing and prospective internal customers to interpret all individual requirements. Supervise resource allocation to assure attainment of apt business and personnel development goals. Make sure that defined SDLC processes (e.g. requirement gathering, design, development, quality assurance and operations) are followed. Ensure that IT governance policies are implemented. Participate in security assessment and analyze the findings to address the gaps found during Penetration Testing, Static/Dynamic Code Analysis and Risk Assessment. Lead and direct work of others. This position will supervise 15 professional employees, including Database Analyst III, Database Analyst IV, Software Engineer I, Software Engineer II, Software Engineer III, and Software Engineer IV.
Qualifications:
Requirements: Employer will accept Bachelor’s degree in Computer Science, Computer Information Systems, Information Technology, Engineering or a related field. Experience must include 10 years of work experience in job offered or 10 years of work experience in a related occupation. Position requires: 1) IT Infrastructure and Systems development; 2) Leading or managing technical teams; 3) Java or J2EE; 4) Web Services, XML, or relational database; 5) MS .NET or ESB; 6) Leading large enterprise projects from concept to operations working with customers at different levels including developers, product managers, operations; 7) Software Development Lifecycle (SDLC) including requirements gathering, design, development, QA, and operations; 8) Participating in security assessment and analyzing the findings to address the gaps found during Penetration Testing, Static/Dynamic Code Analysis and Risk Assessment; 9) Planning, executing and using effective project management tools and methods; 10) Building IT roadmaps and leading IT teams to deliver the roadmap items.
