Location: Camp Lejeune – Jacksonville, NC
Period of Performance: Base Year:1 September 2021 – 31 August 2022; Plus, four one-year
options (PoP: 1 Sept – 31 Aug annually).
Position Background: This position supports the Marine Forces Special Operations Command (MARSOC) Marine Raider Regiment (MRR) Manpower Augmentation / Raider Regiment Training and Education Group (RRTEG) Special Operations Forces (SOF) CORE SUPPORT (SCS) as a SOF Communications Subject Matter Expert (SME). A requirement exists within the MRR to provide regimental and subordinate unit level pre-deployment training (PTP) in individual and collective task training to Special Operations Officers (SOOs) and Critical Skills Operators (CSO)within the three Marine Raider Battalion’s (MRB) at the Marine Special Operations Company (MSOC) and Marine Raider Team (MSOT) level in assigned core tasks, supporting tasks, and advance skills in order to provide Geographical Combatant Commands (GCC) qualified elements-units. The unit specifically charged with this responsibility is the MRR through its RRTEG and individual SMEs. Please note: this position is contingent upon award.
Position Responsibilities:
The individual shall reside within the RRTEG and must have a clear understanding of the
MARSOC organization, structure, and mission in order to perform communications
coordination across all aspects of RRTEG training, and all other duties, responsibilities, and
actions necessary to support MRR training activities. The Communications SME shall perform
all tasks associated with this position such as but not limited to:
- Develops scenario-based Command, Control, Computers, and Communications (C4) training suited to evaluate the integration of C4 into a larger exercise in a SOF environment.
- Provides liaison between an exercise planning team and appropriate staff sections within various MARSOC staff sections.
- Creates and refines a Primary, Alternate, Contingency, and Emergency (PACE) plan, and development, management and execution of items in the Combined Joint Communications Electronics Operating Instructions (CJCEOI).
- Provides exercise planning team with appropriate briefs relating to current SOF communications TTPs and fusion methodology.
- Provides exercise design and scenario development to manage all facets of the exercise life cycle and writes/adjusts scenario scripting as required to provide a dynamic exercise for training.
- Supports developing scenario data for the environment that simulates communications circumstances and challenges similar to those encountered by deployed MARSOC communicators.
- Provides education and training on basic Cyber TTPs and advice supported units on operating in the Cyber domain.
- Coordinates with RRTEG personnel to capture input for and the preparation of written After Action Reports (AAR), evaluations, or other required documents as requested by the RRTEG.
Position Requirements:
- Previous military experience as an E7 or above.
- Ten years SOF communications experience (recent experience within past five years).
- Three years’ experience providing communications planning support for SOCOM exercises.
- Six months cybersecurity support planning experience including requesting cybersecurity support for SOF mission sets.
- Working knowledge of Harris Radios, Active Directory, Cisco Router and Switches, WAVE application, mIRC, and AIDE suite of applications.
- Possess TS/SCI Clearance on day 1.
- Shall be required to travel up to 50% in the performance of assigned duties.
