DFSC Staff Support will aid full-service forensic and biometric support (traditional, expeditionary, and reach-back) to Army and DoD entities worldwide: providing specialized forensics training and research capabilities, serving as an Executive Agent for the DoD Convicted Offender DNA database registry commonly known as CODIS, responsible for technical management over the USACIDC criminalistics program, oversees mandatory training and certification of employees and laboratory accreditation, conduct research, development, testing, and evaluation.
Required Education and Experience:
- Possess a Bachelor's Degree or equivalent, or 3-5 years of general SharePoint and Content Management experience
- Experience with SharePoint Designer, InfoPath, Web Parts, and workflow creation
- Experience as a SharePoint Developer in the analysis, design, hands-on development, and delivery of web-based applications
- Knowledge and understanding of SharePoint collaboration governance, documenting, and maintaining configuration and process information, and of handling data retention & recovery requirements of SharePoint Farm Site Collections
- Experience with SharePoint’s application services framework including implementation, configuration, and usages of Search, Managed Metadata, and User Profile Services
- The candidate should have experience with SharePoint Online with Power Automate and Power Apps
- Experience with SharePoint Designer, InfoPath, Web Parts, and workflow creation
- Experience in administering Microsoft Office SharePoint Central Admin; and the underlying hardware, operating system, network ports, and protocols
- Knowledge and understanding with InfoPath and end-user forms development, deployment and integration with other networked databased applications, and Workflows both Out of the Box (OOTB) and customized through SharePoint Designer applications
- Experience in establishing governance rules, roles, and responsibilities for knowledge access, sharing, transferring, and storage
- Excellent facilitation, program/activity management, and written and oral communication skills
- Demonstrated understanding of knowledge management principles and capacity to deliver knowledge management and/or organizational learning activities
- Ability to link content development and engagement strategies that facilitate timely, useful delivery of information through project learning platforms and activities
- Ability to work synergistically as a member of a team
- Demonstrated knowledge and understanding of how to solve problems creatively
- Ability to work multiple projects under tight deadlines

- Possess the capability to read, write, speak, and understand
- Possess and maintain a valid driver’s license.
- Possess and maintain all required training as stated throughout this PWS.
- Possess skills/knowledge of performing office automation work that includes word processing, electronic mail, spreadsheets, presentations, and other personal computer applications; typing a variety of materials from rough draft into final form including narrative and tabular material, e.g., correspondence, reports, and forms; maintaining records, historical records, survey results, reference library of training catalogs, regulations and other miscellaneous publications; establishing and maintaining office functional files and reference files; knowledge management applications e.g., SharePoint, Army training requirements and resources system (ATRRS), and Blackboard.

Work Authorization/Security Clearance:
- Possess a Secret level security clearance and maintain the required security clearance throughout the life of the contract.
- Will be required to give a DNA sample at no cost to the Contractor or his/her employees. The DNA sample, which consists of swabbing the inside of one’s mouth, will be collected and maintained by the Combined DNA Index System (CODIS) Branch of the United States Army Criminal Investigation Laboratory (USACIL). The information, to include names of donors, signatures of donors, and dates of collection, and the representative samples will not be released outside the USACIL, unless directed by court order. Likewise, the retention of this information and DNA samples should be considered permanent.
Supervisory Responsibility: None
Work Environment:
Normal hours for conducting business between the hours of 0800 to 1700, with personnel schedules staggered to allow for classroom availability between the hours of 0700 to 1800
Monday thru Friday except Federal Holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Shift work may be required. Anticipated shift schedule is as follows:
Day Shift: 0800-1700
Swing Shift: 1530-0030
Midnight Shift: 2300-0800
In the event personnel assigned to this contract are required for early/late/weekend school retraining of students or needed for classroom observation the anticipated hours are:
Alternate Day Shift: 0630-1030 and 1500-1900
Alternate Swing Shift: 1300-1700 and 1900-2300
Alternate Midnight Shift: 2100-0100 and 0300-0700
Weekend Shift: 0830-1330 on Saturdays, with five (5) hours shifted from weekday work
These operating hours and days may vary based on the requirements of the agency. Personnel work schedules may be “flexed” to meet the training needs of the Cyber School for weekend and extended duty periods during regular training and exercises, while still adhering to the standard five-day work week. Overtime will not be authorized.

Travel:
Travel within the Continental United States (CONUS) and Outside the Continental United States (OCONUS) to support tasks and requirements may be required.
