Description/Job Summary

Resources for Human Development's Pennsylvania Intellectual and Developmental Disabilities team seeks to formally fill the position of Service Line Director to lead their team. The SLD will provide leadership and oversight of the Pennsylvania system of programs, covering multiple regions throughout the state, and ensuring that the programs are held to the highest standards. This includes clinical and programmatic quality, regulatory integrity, employee satisfaction, values-based culture and the financial succes of the organization. The SLD assists the leadership of the system of programs in developing and implementing strategic and operational goals. Responsibilities/Duties


Leadership, Staff Management and Organizational Strategy

  • Recognizes the value of optimizing the potentials of all staff and ensures that the organization onboards, develops, and implements healthy and productive practices that develop staff in all ways.
  • Provides values-based supervision, support, and guidance to direct reports; identifies and creates leadership and professional development opportunities to direct reports.
  • Collaborates with leadership to develop, implement, and maintain systems and processes for the Service Line to effectively monitor and analyze personnel key performance indicators and metrics, including but not limited to overtime, turnover, values-based supervision and individual development plans, and training and certifications.
  • Collaborate with CPO, Executive Team, and other leadership to develop, implement, and monitor corporate strategic plan and service line operational plans


Service Line Oversight and Evaluation

  • Promotes and supports a working environment consistent with the culture of RHD and RHD Values
  • Provides direction and oversight to a system of programs/services to ensure system meets internal and external expectations, policies & procedures, regulations, and guidelines
  • Establishes and monitors key divisional performance objectives, outcomes, and goals in order to ensure the delivery of high quality and financially responsible services.
  • Implements and maintains communication systems or processes to ensure that information from all areas of the corporation is consistently and effectively cascaded to Program Directors and Program Staff.


Quality Assurance

  • Collaborates with the EVP, Service Line Clinical Directors and other leadership to communicate, implement, and evaluate quality/clinical care for the system ensuring services are designed around the needs and choices of the individuals we support and use Evidence Based Practices and/or Best Practices. Collaborate with the Clinical Quality team in the implementation of initiatives supporting related RHD Strategic Objectives and other corporate wide clinical initiatives.
  • Collaborates with Regional Directors and Director of QA to develop, implement, and maintain systems and processes for division to effectively monitor and analyze quality service and to report dashboard key performance indicators, including but not limited to incident management, hospitalizations, staffing ratios, training/certification, medication errors, and outcomes.
  • Collaborates with clinical and programmatic leadership to create vision for Communities of Practice for the Service Line
  • Manages a system and provides oversight to ensure that all programs meet or exceed standards set by regulations or requirements of local, state, federal government and other funders; Partners with Corporate Leadership by promoting and implementing Standards of Care, RHD Corporate Policies and Procedures, including Admin Operating Principles and Policies .


Finance, Development, and Other Operations

  • Collaborates with Regional Director, DFO(s), and Financial Mangers to develop, implement, and maintain financial systems and processes for Service Line to effectively monitor, analyze, and report financial results.
  • Maintains primary relationship with local/state/federal regulatory agencies and monitors changes in regulations.
  • Collaborates with VP Business Development and CPO with advocacy efforts, marketing, and funder/MCO relationships.
  • Represents RHD at provider networks, state associations, etc.
  • Collaborates with leadership to design, implement, and maintain the Electronic Health Records and related systems to meet state and funder requirements and organizational goals; Monitors and provides oversight of the revenue cycle through daily/monthly key performance indicators, including but not limited to census, authorization utilization, productivity, and charge/note submission.
  • Oversees startup of new services and programs, Collaborates with VP Business Development, Business Development Team, and EVP to create systems and processes to objectively analyze, review, and decide on new business opportunities that meet Strategic Business Goals and Objectives


The Director will provide supervision to the Regional Directors and Operations Manager. The Director reports to the Chief Program Officer.

Required Experience

8 years of experience with related programs around intellectual developmental disabilities, mental illness, addictive disorders or other life challenges, some clinical experience preferred, plus 3 years of experience as a manager or program director working in a human service field.

Required Education

Master's degree in the human services field from an accredited college or university.

Required Qualifications

  • Excellent communication, written and time management skills
  • Current and valid driver's license with ability to travel to programs and the Corporate Office as needed.
  • Criminal record clearances, as dictated by the assigned programs

Program Summary

PA IDD programs provide person centered day, employment, Lifesharing and residential services for individuals with Intellectual and Developemental Disabilities and/or Autism within trauma informed environments.
