GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs highly complex (senior-level) managerial work administering the daily operations and activities of the Information Technology Services Division (ISTD) Server team. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating Server team activities and functions; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES

Manages day-to-day activities of staff in the Server team.

Establishes goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.

Oversees, plans, directs designs, coordinates, and administers servers, server tools, server systems, and subsystems adhering to requirements of the agency.

Resolves server and server operating system operational issues; maintains server related hardware, software, and associated server hosted applications.

Oversight of Active Directory, email, virus scanning and other related server environments.

Provides information, direction, and/or recommendations regarding server equipment and software.

Oversees RedHat Linux (6.x and above) and Windows (2008 and above) OS system administration and support for users, systems, and services to end-users and/or technical staff.

Oversees ForgeRock OpenAM, OpenDJ and and OpenIDM OS system administration and support for users, systems, and services to end-users and/or technical staff.

Determines operational, technical, and support requirements for the location, installation, operation, and maintenance of servers in multiple remote data centers for agency.

Planning and support of DIR/ATOS Data Center Services, Google, and AWS server hybrid or direct cloud environments.

Oversees and administers M365 email/systems, virus scanning, Active Directory, end user accounts, profiles, file sharing, access privileges and security; Internet/Intranet Support; local network and remote connectivity, hardware/software support.

Plans, prepares and oversight of briefings, reports, and evaluations on systems efficiency and utilization; establishes and ensures that appropriate security controls are maintained and enforced, develops procedures, training manuals, and conducts presentations.

Oversees, maintains, monitors, and manages preparation of server security policies, utilization, and availability statistics. Develops and plans tools for server and system optimization.

Oversees and coordinates testing and validation of Disaster Recovery Planning (DRP) and Business Continuity Planning (BCP); provides input and feedback to DRP and BCP activities.

Schedules and assigns projects and/or tasks to staff, establishing and monitoring goals and objectives.

Ensures state and agency policy and process are followed in all team activities and makes recommendations for improvements.

Works with ITSD leadership to identify future resourcing and capacity needs, including developing technical specifications and requirements.

Confers with ITSD leadership to develop strategic plans and long- and short-term goals for the team.

Develops and implements techniques for evaluating Server team activities.

Plans, implements, coordinates, monitors, and evaluates policies and procedures; and monitors compliance with policies and procedures.

Prepares management and productivity reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness.

Identifies areas of needed change and makes recommendations to improve operations.

Provides technical expertise and guidance regarding questions related to the Server team.

Oversees the implementation of changes resulting from new legislation.

Oversees special investigations, program analyses, research studies, and internal audits.

Supervises the work of others.

Performs related work as assigned.

Qualifications


MINIMUM REQUIREMENTS

Education and Experience

Graduation from an accredited four-year college or university with a degree in computer science, computer information systems, engineering, or a related field.

Minimum of five (5) years’ experience in increasingly responsible experience in analyzing, developing, and/or supporting application development projects, three (3) of which in a managerial or supervisory position.

Experience may be substituted for education on a year for year basis.

Graduate-level education in computer science, computer information systems, engineering, or another relevant field may be substituted for experience on a year for year basis.

Lead worker, coordinator, or project lead work experience may be substituted for supervisor or management experience on a year for year basis.

Licensure and/or Certification

Must possess and retain a valid driver’s license from state of residence.

PREFERRED REQUIREMENTS

Information Technology Infrastructure Library (ITIL) certification is preferred.
