- Serves as the principal technical advisor responsible for providing expert advice and guidance to NSD's senior leadership on national security risk associated with foreign acquisitions of domestic entities and identifying knowledge gaps related to technology that must be addressed to further national security.
- Provides expertise on technology, risk, and mitigation options that fall within DOJ's jurisdiction. The incumbent participates in interagency discussions as needed related to technology and subject matter expertise regarding mergers and acquisitions.
- Performs and advises on research in connection with matters falling within FIRS's purview or within the Chief's general responsibilities.
- Maintains close personal relationships with DOJ and interagency components working on national security, foreign investment and emerging technology issues. The incumbent advises the Chief on inquiries from Congress and other agencies on national security matters within the Chief's purview.

Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector. YOU WILL BE EVALUATED ON ALL OF THE FOLLOWING MANDATORY TECHNICAL QUALIFICATIONS (MTQ): Your responses to the MTQs should be addressed separately, not to exceed six pages.
MTQ 1: Experience that demonstrates the ability to research, orchestrate and conduct technical risk assessment and threat, vulnerability, and consequence analysis related to emerging and rapidly advancing technologies (e.g., "internet of things," computer science, information and network technology, cyber, telecommunications, agricultural technology, advanced robotics, remote control devices, global positioning systems, biotechnology products, chemicals, engineering of various types).
MTQ 2: Ability to evaluate technical compliance with government conditions and requirements related to engineering and scientific solutions of various types and business processes of various types.
MTQ 3: Ability to educate legal, policy, and other audiences on a variety of scientific and technical threats impacting national security and the law. Strong communications and interpersonal skills, with a proven record of excellence for effectively interfacing with high level officials, that have contributed to the successful execution of organizational missions, programs, and projects as they related to new technologies.

As the Senior Advisor, the incumbent is responsible for all technical risk analysis on behalf of FIRS and all threat and risk assessment for the Chief, to include NSD-wide matters related to cyber, semiconductors, telecommunications, agricultural technology, advanced robotics, remote control devices, sophisticated adhesive products, materials science, cutting edge energy production techniques, global positioning systems, biotechnology products, solvents, chemicals, and other emerging technology areas.
While the Senior Advisor may not have personal expertise in every relevant technology area, the Senior Advisor must be sufficiently familiar with emerging technologies to know how and where to procure technical information for DOJ to make an informed judgment on the issue at hand and to propose and evaluate effective mitigation techniques.
