Job Description

GENERAL JOB DESCRIPTION



The Senior Accountant reports to the Finance Director and performs a variety of mid-high-level finance and accounting duties with a moderate level of decision-making. This position is involved in all aspects of the departmental operations, will provide mentoring to accounting staff and to other departments within the agency as it relates to accounting procedures.


SUPERVISION EXERCISED:

This position supervises the work of entry level accounting positions through Accountant I-II positions.


DUTIES & RESPONSIBILITIES



(include but are not limited to the following)

  • Review work of accountants for accuracy and completeness.
  • Review the work done by accounting clerks and technicians for accuracy (A/P & A/R).
  • Production of complete set of financial statements – Balance Sheet, Income & Cash Flow Statements.
  • Analyze and reconcile Balance Sheet and P&L accounts.
  • Reconcile Investments.
  • Assist with budget preparation.
  • Assist and lead with year-end audits.
  • Assist with Payroll processing.
  • Review timesheets for completeness.
  • Assist the Finance Director with special projects as requested.
  • Provides basic level financial reporting, forecasting, analysis and modeling to support management decision making.
  • Develops graphs, charts and presentations to clearly show data trends and projections.
  • Determines cost of operations by establishing standard costs and collecting operational data.
  • Recommends actions by analyzing and interpreting data and making comparative analyses; studying proposed changes in methods and materials.
  • Provides assistance and technical guidance regarding accounting to lower level staff in the areas of accounts receivable, accounts payable, and payroll.
  • Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, MCAG management and staff, and the public.
  • Completes external audit by analyzing and scheduling general ledger accounts and providing information for auditors.


EDUCATION & TRAINING



Five years of increasingly responsible professional accounting experience, and a bachelor’s degree in Accounting, Business Administration, Finance or related field. Additional qualifying experience may be substituted for the educational requirement dependent upon the quality of experience and success in the role. Experience in a public agency setting is desirable.

License/Certificate:

Possession of, or ability to obtain, a valid Class C California driver’s license.


KNOWLEDGE & EXPERIENCE

Knowledge of:

Generally Accepted Accounting Principles (GAAP) and Basic Principles of Accounting as applied to Governmental Accounting Standards Board (GASB); principles and practices of municipal government accounting, auditing and budgeting; principles and practices of automated financial systems; basic billing and collection procedures; applicable federal, state and local laws, codes and regulations; methods and techniques of scheduling work assignments; standard office procedures, practices and equipment; modern office practices, methods and equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; occupational hazards and standard safety practices.

Advance knowledge and experience in Microsoft Excel and Great Plains is a plus.



SKILLS & ABILITIES



Examine and verify financial documents, reports and transactions; prepare a variety of budgets, financial statements, reports and analyses; analyze, post, balance, and reconcile financial data, ledgers and accounts; ensure proper authorization and documentation for disbursements and other transactions; direct and review the work of assigned financial support staff; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; work independently and as part of a team; make sound decisions within established guidelines; analyze a complex issue, and develop and implement an appropriate response; follow written and oral directions; observe safety principles and work in a safe manner; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships; perform all tasks accurately and timely; successfully meet deadlines; proactively alert Supervisors to challenges or concerns related to delivery of service; proactively suggest solutions to challenges encountered; effectively self-review work product and produces limited errors; pay attention to detail; maintain a professional manner and attitude.

Operate standard office equipment, including a computer and variety of word processing and software applications, including financial and accounting programs. Strong skills in organization, prioritization and time management is highly desirable.

PHYSICAL DEMANDS


Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard. Additionally, the position requires near vision in reading correspondence, statistical data and using a computer. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.
