Job Summary:
The selected individual will be responsible for managing the adherence to all aspects of the SAP & SCI Security Compliance Program as stipulated by DoD 5205.07 and other government and program security directives. The individual will work under the guidance and direction of the RMD Associate Director for Special Programs Security.
The Security Manager leads a team consisting of two (2) direct reports and will interact with internal management, external customers, and Government security officials.
The Security Manager will also act as the Contractor Program Security Officer (CPSO) and Contractor Special Security Officer (CSSO). The assignments of the CPSO/CSSO are focused on administering a robust security program for several programs located in Woburn, MA. The CPSO/CSSO implements all requisite national security directives with specific emphasis on DoD 5205.07 SAP Security Manual, Vols. 1-4 & ICD 705, and exhibits the dedication and expectation of a seasoned security professional while working and making decisions independently without direct supervision. The Security Manager works as a team player, exhibits flexibility, sets priorities, and manages customer expectations.
Additional assignments include document & media control, data transfers, visitor control, maintaining security files, handling & processing classified documents, and other security support activities as assigned by the Associate Director for Special Programs Security.
This position must work onsite, in Woburn, MA, in a normal office environment. This position may work extended hours, weekends, and carry on-call pager. Local travel, throughout New England and occasional travel to the Washington D.C. area may be required. Other travel may be required on a limited basis.
Responsibilities To Anticipate:
Ability to effectively interface with Raytheon program managers and Government officials to obtain rulings, interpretations, and acceptable deviations or waivers for compliance with regulations.
Review contractual (SOW, CDRL, etc.) documents, internal directives, and external customer directives for security applicability, impact analysis, and make recommendations to Program Management.
Perform duties as the Top Secret Control Officer.
Oversee security related SOPs, OPSEC Plans, and Program Protection Plans (PPP).
Active participation in proposal teams and serve as the local Special Programs SME responsible for the review of proposals received and subsequent development of Proposal Security Volumes.
Qualifications You Must Have:
Typically requires Bachelor’s degree and 8 years of prior relevant experience OR In absence of a degree, 12 years of relevant experience is required
Ability to engage with internal management, external customers, and partners.
Extensive working knowledge of and direct experience with DoD Manual 5205.07 Vols. 1- 4, (ICD) manuals and other applicable directives.
General understanding of the JSIG/Risk Management Framework.
Experience with self-assessments and formal customer inspections.
An active and In-Scope Top Secret clearance, (6 years) Background Investigation and the ability to obtain and maintain access to SCI.
Qualifications We Desire:
Understanding of customer acquisition structures
DISS, JADE, and JADS user experience
Excellent writing and verbal communication skills, and the ability to perform effectively in a unique multi-program environment
Experience with Basis of Estimates (BOEs) for existing work and contract bids
