Job Description

Essential Functions:

  • Complete Defense Institute of Security Cooperation Studies Introduction to Security Cooperation (SC-101) 12hr online course within 30 days of beginning work.
  • Support DIMO leadership in seeking Defense Security Cooperation Agency (DSCA) approval for new programs and courses in order to qualify for International Military Education and Training (IMET), Expanded International Military Education and Training (E-IMET), and humanitarian assistance funding.
  • Access required information systems required to initiate, monitor, input data, and coordinate resident courses such as Overseas Humanitarian Assistance Shared Information

System (OHASIS) and Global Theater Security Cooperation Management Information System (G-TSCMIS). Provide reports on mission operations status and relevant information from available data as needed for leadership.

  • Check the Secret Internet Protocol Router Network (SIPRNET) and other available resources for in country events that may indicate safety issues for the specific mission IAW DIMO Operating Instructions.
  • Facilitates re-certification of existing courses with Air Force Security Assistance Training (AFSAT) after consulting with DIMO leadership for guidance.
  • Assist as the DIMO POC between DIMO, Defense Security Cooperation Agency (DSCA), DoD, and DoS coordinating between US Embassy, military groups and other Government agencies on appropriate funding sources, funding policies, and waivers.
  • Plan, organize, and coordinate security cooperation program support activities.
  • Collaborate with DIMO leadership in the review of the funding for security assistance and non-security assistance programs (IMET, E-IMET, Foreign Military Sales, and Humanitarian Assistance) as well as other sources of security cooperation funding to ensure the institute is operating within program policy guidelines.
  • Actively participate in strategic planning to improve organizational and program direction and focus.
  • Identify procedural issues with decision makers in DoD and DoS; being familiar with the guidelines of the various security cooperation funding sources.
  • Develop/track statistical data to reflect training, marketing trends, and assist in managing the Mobile Training Team (MTT) Mission Battle Rhythm.
  • Review/validate the mission worksheets on every mobile education training event scheduled for DIMO. The worksheets, initiated by the assigned mission specialists, shall be completed with their coordination. For security cooperation funded missions, completed worksheets shall be forward to the funding source.
  • Continually study, review, and evaluate program progress analyzing related issues of effectiveness, efficiency, and productivity, develop recommendations to solve problems, and apply program management principles to guide program accomplishment.
  • Support DIMO leadership in the management and implementation of DIMO’s missions and other special projects, which may include travel to conferences and meetings.
  • Maintain internal policy guidance documentation and applicable governing policies promulgated by OSD, DoD, and DSCA.
  • Prepare, present and deliver oral presentations such as briefings to Security Assistance Officers (SAO) and foreign personnel at Security Cooperation Education and Training Working Group (SCETWG) meetings and other forums. Drafts due within 10 calendar days of assignment. Final is due five (5) business days after COR acceptance of draft.
  • Provide training sessions, consultations, and strategy sessions to DIMO staff. Assists in receiving and answering requests for information related to specific education and training programs and policies.
  • Present informational briefings, answer telephones, accurately prepare/review/edit grammatically correct written correspondence.
  • Develop and recommend marketing, publicity plans, strategies, and projects.
  • Determine ways to improve operations and introduce new and innovative activities to increase awareness/promotion of DIMO consistent with established goals and objectives based on customer needs and potential customer demographics.

Experience
Preferred

  • Must be a U.S. citizen.
  • An Active Tier 3 (T3) clearance at time of award.
  • Bachelor's Degree and demonstrated experience related to the tasks below.
  • Three (3) years of specialized knowledge/experience in program management is required.
  • Three (3) years of experience in the fields of global health and security cooperation within any Federal agency.
