Job Description
Position Summary: Odyssey Systems has an exciting opportunity for an Acquisition Program Manager supporting the Space Domain Awareness (SDA) Division of the US Space Force, Space and Missile Systems Center’s Cross Mission Data Branch (USSF SMC/ECXA). This is a full-time role located at Peterson SFB in Colorado Springs, CO. The data branch executes activities in support of the alignment of key SMC data initiatives. The ECXA data portfolio includes data as service and data platform initiatives to meet evolving Space Domain Awareness (SDA) user data needs and objectives. Consumers and producers of data are internal and external to the USSF. The SDA mission includes the execution of system acquisition, modernization, and sustainment for ground- and space-based SDA sensors and command and control (C2) systems, including the evolution of those legacy architectures, supporting communication systems, and data systems. The ECXA branch supports those initiatives from a database, data federation, and cloud architecture perspective.Responsibilities: The Acquisition Program Manager provides technical and programmatic support to the Cross Mission Data Portfolio in conjunction with the development and sustainment of the WARPCORE Data as a Service (DaaS) system and supporting contracts. WARPCORE provides mission-critical SSA and C2 capabilities to operational users to meet dynamic emerging threats. This data platform replaces critical integration and collection capabilities required to sunset legacy data sources while supporting continued operational use of the data. Cross Mission Data Portfolio programs support the National Space Defense Center (NSDC), the Combined Space Operations Center (CSpOC), the Distributed Space Command and Control-Dahlgren (DSC2-D), the 18th SPCS, and other BMC2 Systems acquired and sustained by the SDA Division.

Duties include, but are not limited to:
- The Acquisition Program Manager is a SETA contractor that works as an advisor/consultant to the Government Program Management Office across all programmatic matters to include, but not limited to: action plans, schedules, finance, funding, risk management, contractual oversight of initiatives associated with the development, modification, upgrade, and sustainment of WARPCORE and its mission.
- Assures that short and long-range plans and actions are consistent with service goals, schedules, policies, and objectives. Prepares recommendations for the completion of activities to accomplish the goals and objectives of the department. Monitors project/program status and adjusts work plans accordingly. May negotiate with a variety of government staff to obtain needed resources and support.
- Provides programmatic and technical support for WARPCORE initiatives specifically in conjunction with the Space Domain Awareness mission to evolve the current data analytics, advanced SDA capabilities, and data portfolio capabilities.
- Conducts in-depth analysis of project data and requirements. Experienced with establishing a system to review, control, and report on project status, risks, and mitigations. Develops and executes risk reduction strategies, studies, and recommendations to mitigate identified risk conditions
- Reviews and provides comments/input to the development of overarching system design documentation to include: technical requirements documents (TRD); capability description documents (CDD); capability production documents (CPD); interface control documents (ICDs) and other system specifications ensuring that technical and support requirements and strategies are addressed.
- Prepares directives, issuances, memoranda, policy statements, and other written guidelines and recommendations on behalf of the Chief, Cross Mission Data and Deputy Chief.
- Performs financial analysis. Develop program operating memorandum (POM) inputs; draft responses to requests for information, develop inputs that support financial planning and execution of funds. An understanding and experience with government financial management processes and systems beneficial.
- Coordinates and leads the resolution of programmatic issues and deficiencies with prime contractors and other support contractors in support of contractor performance.
- Plans, coordinates, and establishes methods and procedures for the accomplishment of project and program initiatives.
- Develops and maintains strong stakeholder relationships with SDA stakeholders, including the Space Security Defense Program (SSDP), CSpOC, NSDC, DSC2-D, USAF, USSF, DoD Service Organizations, National Partners, International Partners, COCOMs, and intelligence organizations.
- Develops and maintains strong relationships with Government Contract, Legal, Finance, and Program teams; comfortable interacting with senior leadership.
- Supports the GPO to develop and advocate long-term strategic plans for WARPCORE and the Cross Mission Data branch.
- Manages contract deliverable performance.
- Supports the Government’s planning, acquisition, modification, and execution of multiple contracts to develop, field, sustain, and operate WARPCORE and supporting systems.
- Assists the GPO with the development of technical roadmaps
- Provides relevant input to acquisition planning activities. Assists in the build and release of requests for proposals (RFPs). Familiarity with the government acquisition and proposal process and documentation, to include RFI, RFP, BOEs, SOWs, etc.
- Assists the GPO with the review, evaluation, and award of proposals, prepares and coordinates contract documentation. Monitors the execution of contracts supporting program acquisition, modernization, sustainment, and operations of the program.
- Travel to CONUS and OCONUS locations upon government direction
- Other duties as required/requested by the Government within the constraints of the S3 contract

- Required Clearance: Must have and be able to maintain an active DoD TS/SCI clearance and be agreeable to a polygraph
- Required Education:BS in Business, Systems Engineering, Astronautical Engineering, Engineering Management, Computer Science, Mathematics, Software, or a related discipline with 10 years of relevant experience
- 15 or more years of relevant experience with 5 years in a Systems Engineering or Test Engineering role supporting similar Department of Defense or Intelligence Community Space BMC2 systems OR,
- MS in Business, Systems Engineering, Astronautical Engineering, Engineering Management, Computer Science, Mathematics, Software, or a related discipline with 10 years of relevant experience
- Foundational knowledge in IP networks, switches, firewalls, and routers
- Knowledge of operational DoD and Intelligence Community (IC) data formats, standards, policies, and procedures
- Knowledge of cross-domain solution technical implementation
- Demonstrated ability to interact and build effective relationships and teams with government customers, FFRDCs, and contractors, working in a highly dynamic environment
- Ability to travel as required, up to 25%
- Preferred Certifications: PMP Certification, DAU, DAWIA, or equivalent Acquisition Program Management Level II or III training
- Preferred Education: MS in Business, Systems Engineering, Astronautical Engineering, Engineering Management, Computer Science, Mathematics, Software, or a related discipline
- 15 years of experience in a Lead Engineering role supporting Department of Defense and Intelligence Community Space systems
- DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in Air Force Space Command, Air Force Material Command, or similar missions in an intelligence organization, Federally Funded Research Development Center (FFRDC), or DoD/DoE Laboratory
- Familiarity and proven work experience with DoD Acquisition Program Management, including DoD 5000.02 processes and requirements
- Knowledge of cloud pricing structures.
- Knowledge of Confluence and JIRA tools a plus
- Technical awareness of space domain awareness data systems and data flows beneficial.
- Experience with cloud implementations, architectures, pricing structures, cloud forecasting, implementation, variance analysis, cost recovery and unit pricing experience beneficial.
- Knowledge of cross-domain solutions and cyber-security activities relative to data platforms a plus.
- Knowledge of and experience with Agile Systems implementation is preferred
- Knowledge of planning and program management to execute major projects, provide expert advice to colleagues, and present innovative recommendations for advancing programs and/or methods
