Right-of-Way Technician
Summary: Under basic supervision, receives applications for Right-of-Way permits for construction projects for the Public Works Department (PWD); issues permits within scope of authority.
Essential Functions: Essential duties and responsibilities may include, but are not limited to, the following:
- Receives right-of-way permit applications and supporting documentation for completeness and compliance with administrative procedures; issues permits within scope of authority.
- Performs clerical support and data entry functions for Construction Inspectors; enters permit, plan, and inspection data; updates database, and maintains general records and filing systems.
- Provides customer service duties; answers general questions on basic permitting.
- Supports the divisional operations with regular and timely attendance.
- Must have and maintain a personal cell phone for City use to hold this position.
- Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:
Education, Training and Experience Guidelines:
- High School Diploma or GED required.
- 1 year of customer service, computer experience as an inspector, technician or surveyor in the fields of construction, engineering or maintenance of public work projects is preferred.
Knowledge of:
- Basic record keeping and records management practices.
- Personal computers using standard and specialized software (Excel, Microsoft Word, Office, and Outlook).
Skill in:
- Maintaining records and files.
- Establishing and maintaining cooperative working relationships with co-workers.
- Communicating effectively verbally and in writing.
- Ability to work under pressure and meet deadlines
- Excels in Customer Service
- Ability to read and comprehend Civil Construction plans
License and certification requirements: A valid Texas State Driver's License is required.
Physical demands and working environment: Work is performed in a standard office environment.
