ISI Professional services is seeking a skilled Proposal Manager/Writer with progressive proposal coordination, writing, and management experience. The Proposal Manager is responsible for leading, planning, scheduling, and overseeing the timely development and delivery of high-quality responses to federal business opportunities, from pre-RFP to post-submission activities, in a fast-paced environment. Additionally, the Proposal Manager serves as a corporate subject matter expert on the Shipley proposal process. The ideal candidate is a thought leader, able to see the big picture without overlooking the details, fosters a positive and responsive team environment, and can quickly adjust to dynamic proposal development schedules and requirements. Responsibilities include the introduction and implementation of all necessary proposal procedures, processes, and content management. The ideal candidate will have a unique ability to conduct SME interviews, editing SME responses, and self-developing content as well as understand and evaluate solicitation requirements. This is a highly collaborative and integrated role that requires an ability to work well under pressure and to meet challenging deadlines. The Proposal Manager will increase organizational efficiency, centralize our expertise, improve and streamline existing processes, and remove silos to deliver exceptional, consistent results.
Essential Job Functions & Responsibilities:
- Serves as the lead and primary point of contact for proposal activities for assigned proposals.
- Assists the capture manager with win strategy, selection of past performance, identification of key personnel, and ideas for technical and management approaches.
- Organizes and leads the proposal effort through delivery with internal and external proposal team members; develops proposal management documents, such as assignments, schedules, and outlines.
- Works with the Proposal Director to maintain and improve Proposal Center standard operating procedures, including collaboration with IT, as applicable.
- Works with technical and management subject matter experts to collect and outline content for responses to RFP requirements.
- Produces clear, concise written narrative to address RFP requirements and incorporate capture strategies.
- Conducts research, as needed, on clients, contracts, industry, technology, or competitors to enhance proposal content.
- Writes capabilities statements, profiles, relevant experience summaries, and introductions for qualifications pieces.
- Conducts regular follow-up interviews with personnel assigned to active contract work to document activities and accomplishments.
- Provides writing and editing support to company personnel for PowerPoint presentations, white papers, and other communications, as needed.
Minimum Qualifications & Requirements:
- BS/BA in business, communications, information management, engineering, or other relevant major.
- 12+ years of post-college work experience, including 4+ years of professional writing experience.
- Experience writing and managing proposals in response to federal government solicitations.
- Experience working in small- and medium-sized organizations.
- Organized and detail-oriented with strong analytical skills.
- Ability to be flexible while still maintaining process and structure.
- Competency in Microsoft Office products, including SharePoint.
- High-level competency in Microsoft Word for proposal development/review.
- Willingness to respond quickly and work outside of business hours.
- Experience in the architect-engineering-construction (AEC) industry, preferred but not required.
