Job Description
    DutiesSummary

    As a Property Disposal Specialist, you will be disposing of a broad range of highly complex or specialized property within a multi-state market area or among a wide variety of Federal activities with different property needs and disposal requirements.

    This position is located in the General Services Administration, Federal Acquisition Service (7QSCB), Property Division, Fort Worth, TX.


    Responsibilities

    • Ensures property is adequately and efficiently accounted for, described, used, and made available to other organizations. Provides guidance, advice, and assistance in redistributing property when activities have program problems such as lack of time or expertise, overstocked inventories, or during organizational moves.
    • Assists and/or plans, prepares and conducts sales of personal exchange/sale property or personal property declared surplus to national Federal and State requirements. Assist and/or be responsible for any or all of the following: determines marketability of property, the target market, type of sale, and conditions related to the preparation of invitation for bid; controls the amount and type of advertising; analyzes statistical data for individual sales reports and summary program reports; and assures the development and establishment of upset prices.
    • Assists opening and evaluation of bids, acceptance or rejection of offers and handling default of delinquent contractors. Recommends appropriate action on claims, disputes and appeals requiring concurrence or approval of higher authority.
    • Maintains liaison with bidders, business community, agency officials, state and local government representatives, and others to determine reactions to sales, problems encountered, solutions developed; recommends changes to existing procedures.

    The GS-07 salary range starts at $47,085 per year.

    If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

    GS-7 Level

    The GS-7 salary $47,085 per year. Generally, first time appointees to Federal civilian service have their salary set at the beginning rate of the grade for which they are selected; unless prior approval has been received to adjust the salary based on superior qualifications of the applicant.

    Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-5 level in the Federal service.

    Specialized experience is defined as experience that equipped the applicant with knowledge, skills and abilities to perform utilization, donation, marketing and related functions for excess and surplus personal property.

    Education: Applicants must have one of the following:

    • Completed at least one full year of graduate level education (18 semester hours or the equivalent); OR
    • Completed all the requirements for a Bachelor`s degree from an accredited college or university plus meet the Superior Academic Achievement provision. Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level.     Combination of Education & Specialized Experience: Applicants must have a combination of graduate level education (beyond the Bachelor's Degree) and specialized experience (as described above) that together meet the qualification requirements of this position.

    • Knowledge of the various aspects of the Property Management Program, including various Federal Statutes, regulations, directives, orders and decisions issued by GAO and GSA relating to property management and disposal activities.
    • Knowledge of the Property Management automated systems.
    • Ability to identify, analyze, and resolve a variety of property disposal problems and issues.
    • Familiarity of all property before sales, if required to serve as auctioneer, which requires knowledge of marketing and sales methods, policies and principles.
