Job Description
Job SummaryFacilities Management's Planning, Design and Construction division welcomes applications for a Project Manager - Non-Capital! The Project Manager functions as a University representative to the campus community for small to large construction and renovation projects and is responsible for determining the scope of work, estimating and cost control management, directing hired consultants and contractors to ensure timely alteration, modification, maintenance, and repair of campus buildings. As the University representative, the position develops, manages and analyzes budgets and master schedules. The Project Manager may lead Capital Construction projects but would need a higher degree of oversight and guidance from their supervisor or higher authority.

What Your Key Responsibilities Will BeProject Development
- Partner with campus building clients to review proposed improvements, and meet or exceed customer expectations. Communicate frequently with the client to achieve outstanding customer satisfaction.
- Develop project scope statements in consultation with clients and project personnel, i.e. architects and engineers. Coordinate with Facilities Management, building proctors and occupants, and with auxiliary services such as Environmental Health & Safety (EH&S), Office of Information Technology (OIT), and Parking Services.
- Evaluate scheduling needs, compile data from numerous sources and develop a master schedule for projects. Monitor, schedule, and make adjustments as necessary to deliver timely projects; determine when the additional effort is required to keep the project on schedule, and take action if work falls behind.
- Prepare budget estimates providing clients with the magnitude of cost for proposed renovation work. Responsible for the fiscal management of the project budget, having the sole discretion of adjusting the budget for maximum efficiency. Negotiate costs of services with consultants, contractors, and suppliers. Maintain computer-based budget worksheet, updating the status on a regular basis, including FAMIS Capital Projects Module.
- Solicit proposals or qualifications, as necessary; create and negotiate mutually acceptable terms and conditions; prepare consultant and contractor contracts; obtain appropriate approvals; amend contracts as applicable; and monitor activities of consultants and contractors for conformance to contract terms and conditions. Make consultant selections based on State rules and regulations, to ensure the best team is selected to meet client and project's needs.
- Lead all aspects of document preparations for bidding and run the construction phase of the project. Monitor project progress against project objectives.
- Prepare bidding advertisements to contractors, establish criteria to be met by bidding contractors, conduct pre-bid meetings, site visits, clarify plan information, chair bid openings, and determine the validity of received bids and award contracts.
- Lead all aspects of construction activity and coordinate with the Contractor and University entities for project needs. Conduct weekly construction meetings to review progress, clarify details, process information, update status, receive client input, relay instructions to contractors, monitor quality control issues and determine if requested changes are appropriate so that budget and schedules can be adjusted, if necessary. Keep the University community informed of outages or potential disruptions by following appropriate policies and procedures. Complete contract close-out.
- Monitor project progress by measuring progress against project objectives.
- Conduct design meetings with clients and consultants to complete drawings, contract documents, budget reviews and schedules for the proposed project.
- Analyze and circulate information to the various campus departments for review and comment.
- Review and/or inspect work product regularly, identifying variances between planned and actual project objectives, identify areas of concern and determine necessary corrective measures, and communicate project progress to all interested parties through written or verbal communication as appropriate.
- Mediate disputes and resolve discrepancies by hearing arguments from all parties and various perspectives. Evaluate complex issues to determine which require approval from a higher authority, coordinating with the supervisor as applicable.
- Review change requests from consultants, clients, and contractors, verifying applicability, negotiating final cost, and time requests as necessary.
- Seek consensus regarding disputes or different requirements among client requests, building code requirements, and State and University requirements.
- Bachelor's degree from an accredited, non-correspondence college or university in construction management, architecture, architectural engineering, construction engineering, civil engineering, mechanical engineering, electrical engineering or related degree
- 3 years of construction project management experience in the alteration, modification and remodel of small ($2K) to large ($1M) renovation projects for institutional or commercial buildings which must have included at least 1-year experience in planning/cost estimating work.
- Associate’s degree from an accredited, non-correspondence college or university in construction management, architecture, architectural engineering, construction engineering, civil engineering, mechanical engineering, electrical engineering or related degree.
- 5 years of construction project management experience in the alteration, modification and remodel of small ($2K) to large ($1M) renovation projects for institutional or commercial buildings which must have included at least 1-year experience in planning/cost estimating work.
- Oral and written communication skills.
- Outstanding customer service.
- Project management experience of building and remodeling projects in an institutional, higher education or similar setting.
- Knowledge of, or a demonstrated ability to quickly learn Microsoft Suite, State of Colorado regulations, Office of the Architect, and State Buildings Program contractual agreements.
- Project management experience with Tenant improvement (TI) and Furniture, Fixture and Equipment (FF&E) projects and/or experience with Mechanical, Electrical, and Plumbing projects.
