Under direction, plans, organizes and directs program activities to initiate and manage a new COVID-19 Ambassador program focused on hiring community members to promote CCHS COVID-19 testing, vaccination and community best practices for safety, primarily for communities that are underserved or experiencing a surge in cases. The Project Manager is responsible for developing, implementing and managing County-wide health education, prevention and/or public health outreach programs, and supporting coalition building. The COVID-19 Ambassadors will assist with leading outreach throughout the county to promote testing and vaccinations. The Project Manager develops and implements program objectives; supervises the activities of the Project Coordinators and Ambassadors; and performs related work as required.
The position is funded through June 2021.
ESSENTIAL FUNCTIONS
- Plans, implements and/or supervises educational outreach activities and develops program informational material for distribution to schools, organizations, community groups and the general public.
- Accurately applies knowledge of the administrative principles applicable to the organization and functions of community health education programs and the principles, procedures and techniques used in the field of workforce development in order to effectively manage the overall operations of which includes developing and implementing prevention education curriculum, program policies and operating procedures in compliance with appropriate Workforce Innovation and Opportunity Act (WIOA) standards, and evaluates the ongoing reach, effectiveness and impact of activities rendered.
- Understands and applies knowledge of principles and practices of supervision of employees as well as following County and government regulations in regards to employment/personnel issues.
- Participates in the selection, orientation and training of subordinate staff and supervises, evaluates, and monitors the
- Facilitates team building and conflict resolution.
- Writes, types and maintains detailed accurate records.
- Prepares clear and concise reports and orders.
- Meets with other professional staff members and community organizations.
- Serves as liaison with funding authority and/or division fiscal staff regarding program financial issues.
- Develops and writes proposals for grant applications.
- Communicates directly with other health professionals and organizations on administrative matters and individual cases as appropriate.
- Collects and analyzes statistical data.
- Attends meetings and seminars and participates on various committees
- Deal with daily demands of the job including working with individuals with significant barriers to employment.
- Communicates clearly and professionally with staff, public, community agencies and community members both in person and over the phone.
- Makes presentations to groups.
- Continuously and at times repetitively throughout the day: sit and look at computer screen. Type at normal speeds of 40+ wpm and writes intermittently.
- Communicates in person or over the phone for extended periods of time during the day.
- Develops, administers and oversees comprehensive program budget(s), including budget reconciliation to actual revenues and costs and/or working with financial staff to ensure accuracy of revenues and costs.

Education/Experience
Education: Possession of a Master's degree from an accredited college or university with a major in Health Care Administration, Public Health, Nursing, Health Education, Social Welfare or a closely related field.
Experience: One (1) year of full-time, or its equivalent, experience in a health care organization, public health agency or community program performing administrative or program management duties.
Substitution: Possession of a Bachelor's degree from an accredited college or university with a major in any of the aforementioned fields and two (2) years of full-time experience in a health care organization, public health agency or community program performing administrative or program management duties may be substituted for the master's degree requirement. One (1) additional year of experience of the type noted above may be substituted for the required academic major. No substitution is permitted for a bachelor's degree.
