We are seeking a highly motivated Health and Safety Specialist with extensive experience in risk assessment and hazard analysis to serve as a Project Health & Safety Manager supporting the ESH program requirements associated with the initiation, planning, and execution of large-scale novel scientific projects. This position will report within our Environment, Safety and Health (ESH) Deputy Director and will be matrixed to directly support large scale scientific projects.
Note: SLAC is a U.S. Department of Energy (DOE) laboratory operated by Stanford University and based in Menlo Park; CA. Due to COVID-19-related curtailment of on-site activities, the job duties for this position may be required to be performed from home until full site access is restored.
Your specific responsibilities include, but are not limited to the following:
Project – Health and Safety Duties- Under limited supervision, perform moderately complex technical work in a wide range of environmental, health, and safety disciplines to ensure a safe work environment and to achieve compliance with SLAC’s environmental, health, and safety standards and governmental regulatory requirements.
- Work with a multi-disciplinary project management team on DOE 413.3B projects managing the development of health and safety requirements from pre-conceptual planning to project execution and completion.
- Support the project management team by identifying, defining, and managing to completion the project environmental, safety, health, security, and risk requirements
- Participate in project reviews including conducting presentations related to ESH
- Perform assessments throughout the project cycle
- Work with stakeholders to find the best solution to safety problems while enabling the team to meet the project schedule and budget.
- Develop health and safety programs, including hazard analysis and document development
- In collaboration with the ESH Deputy Director, support the laboratory as assigned in other areas of construction related ESH programs and/or projects (i.e.: subcontractor safety program, project planning, development of ESH documentation/specifications, field observations, safety program management) based on the candidate’s knowledge and expertise.
- Develop and conduct training; support the investigation of incidents; providing technical advice and interpretation of regulations.
- Effectively interface and collaborate with all levels of including technicians, principal investigators, and operational support teams.
- Identify and evaluate potential hazards at various stages of project development, from initial conception through to design maturity; procurements and sub-contracting; and finally, construction. Establish set of safety controls integrated with SLAC’s ISEMS along the way.
General Health and Safety Specialist Duties:¿
- Under minimal supervision, perform the most complex technical work in a wide range of environmental, health, and safety disciplines to ensure a safe work environment and to achieve compliance with the university's environmental, health, and safety standards and governmental regulatory requirements.
- Work under consultative or self-initiated direction to develop, implement, and maintain programs, systems, and procedures necessary to ensure the overall safety and health of employees and the community.
- Act as a lead or technical expert, providing functional direction and training in the overall application of health and safety programs.
- Conduct comprehensive, independent compliance assurance reviews of environmental, health, and safety policies and procedures; prepare accompanying management reports, documentation, and evaluations.
- Monitor and prevent potential hazards and unsafe conditions that could be present in the work area.
- Investigate accidents, incidents, injuries, and complaints concerning potential hazards or unsafe conditions in the work place.
- Recommend and implement improvements in processes, design, procedures, and operating equipment to minimize the hazard potential.
- May lead a team responsible for developing and implementing environmental and/or safety programs.
To be successful in this position you will bring:
- Bachelor of Arts or Science in related allied/scientific field and 7 years of progressively responsible experience in occupational safety and health, environmental science, and/or allied/scientific field, or an equivalent combination of education and relevant experience.
- Experience and expertise in one or more of the following is preferred:
- Construction safety practices
- Project Management
- Risk assessment and hazard analysis related to DOE 413.3B projects
- National Environmental Policy Act (NEPA) assessments
- Academic or laboratory research environment
- Demonstrated ability to conduct effective health and safety surveys, quantitative and qualitative exposure/ risk assessments, and most complex data analyses; ability to provide recommendations for exposure/risk control.
- Ability to effectively communicate orally and in writing with diverse audiences; ability to explain technical concepts clearly and concisely.
- Ability to maintain current knowledge of and interpret specific government agency requirements (statutes, regulations, licenses, and permits) and university policies.
- Working knowledge of the scientific and technical aspects of various regulatory requirements and potential impact on assigned work area(s).
- Demonstrated supervisory/coaching expertise.
Certifications and Licenses:
- None, however professional ESH certifications (e.g., Construction Health and Safety Technician (CHST), Associate/Certified Safety Professional (ASP/CSP), Certified Industrial Hygienist (CIH), Certified Hazardous Materials Manager (CHMM), Certified Laser Safety Officer (CLSO), Certified Health Physicist (CHP), etc.) preferred
