    The primary purpose of this position, Program Support Specialist, GS-0301-11/12 is to serve as the Point of Contact to plan organize, administer, standardize and implement all functions, systems, policies and procedures for the Leadership Development Education and Training Program, the DMAG Home Office Pool Program and the Industrial Palace Acquire (PAQ) Program.

    Responsibilities
    • Develop short and long range career enhancement, education and training opportunities for all industrial occupations.
    • Provide assessments of production controls, first level managers, industrial engineering technicians and palace acquire processes through audits and analysis of internal/external data.
    • Serve as technical advisor to Commander, Director of Maintenance and Divisions.
    • Prepare and present reports, studies and briefings to evaluate the performance level, allocation, education and training status concerning Industrial Palace Acquire, DMAG Pool and Leadership Development Cadre personnel.

    Occasional travel - May be required to travel by military or commercial aircraft in the performance of temporary duty assignments.

    SPECIALIZED EXPERIENCE at GS-11: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Ability to conduct studies and audits, gather, analyze and evaluate data collected and present findings to management; Ability to originate new ideas, projects, studies, methodologies and solutions; Ability to effectively communicate both orally and in writing to include presenting audit/study findings and briefings. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

    EDUCATION: Successfully completed Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. NOTE: You must submit a copy of your transcripts.

    COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a post Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D may be used to qualify applicants for the GS-11 level.     FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    SPECIALIZED EXPERIENCE at GS-12: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of Industrial complex processes including production planning scheduling, material control, all blue collar occupations, budgets, resources and requirements planning; Knowledge of Management and organizational principles and theories sufficient to investigate and analyze complex education and training problems and recommend effective solutions. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of education and training services to include resources such as facilities, equipment, development and delivery.
    2. Skill in applying analytical and evaluative techniques to the identification, consideration and resolution of discrepancies noted during internal audit reviews and/or higher level inspections such as MSEP.
    3. Proficient in PC Based tools to include automated spreadsheet, graphics and database management applications.
    4. Knowledge of the theory and principles of management and organization including administrative practices and Procedures common to organizations.
    5. Employee must be able to effectively communicate both verbally and in writing. Communication skills are essential for preparation of reports, giving briefings and actively participating in meetings and conferences.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.     PHYSICAL DEMANDS: The work is primarily sedentary. May require some walking, standing, bending, carrying and/or lifting of light items such as paper or books; No special physical demands are required to perform the work. NOTE: THIS POSITION REQUIRES A PRE-EMPLOYMENT PHYSICAL.

    WORK ENVIRONMENT: Work is typically performed in a properly heated and ventilated, air conditioned and well lighted office setting.     Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III ICBM, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.

    This position may be filled at the GS-11 or GS-12 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor.
