- Mastery and in-depth knowledge of construction standards and codes, enough to provide administrative oversight on proposed facility I space projects.

Skill in and ability to coordinate numerous processes and procedures required to achieve timely award and accomplishment of award dates, start dates, funding limitations, and small business regulations within the perimeters established for Congressional funding.
- Thorough knowledge of Federal Acquisition Regulations (FAR) and VA contract Regulations, enough to plan, coordinate and serve as a COR for all contractual aspects of facility / space development projects and agreements.
- Knowledge of regulatory requirements of the National Environmental Policy Act enough to arrange for the review of proposals and to determine processes required to assure full compliance on all established and proposed projects.
- Managerial and supervision of project management work at this level is reviewed for potential impact on broad OAM/OIT policy objectives and program goals; therefore, completed work is normally accepted as technically authoritative and without significant change.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. The Selective Placement Factor for this position is: You must possess expert knowledge in VA, GSA, state and local policies, concepts, regulations and laws pertaining to facility and space matters to effectively administer OlT nationwide project development and facility/ space activities.
You may qualify based on your experience, as described below:
Specialized Experience GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience includes mastery of principles, policies, and methodologies in facility/space construction, build-out, and activation; as well as an expert knowledge of regulations as they pertain to the design and construction of agency facilities/space. Demonstrated experience as a Contracting Officers Representative (COR) and is accountable for planning and implementing facility/space project programs, resource management, administration, and budget/accounting, in addition to staff consultant and contractor oversight.
Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience includes vast experience managing vast experience managing all aspects of management analysis, evaluative, assessment and planning related assignments concerning the construction, build-out, activation/ and or occupation of OIT facilities/ space.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

The incumbent serves as a Facility Project Manager within the office of Information Technology Resource Management (ITRM), Information Technology Space & Facility Management. The incumbent is responsible for planning, scheduling and integration of the various phases of the construction work that correlates with the occupancy of the site.
