GENERAL DESCRIPTION

The Information Technology Services Division is seeking a highly motivated Program Specialist who thrives on efficiency and can perform an array of technical and administrative activities. The ideal candidate is detail and process oriented, and has strong administration, communication and customer service skills. The position will coordinate with other divisions and vendors about technology procurements; prepare division purchase requisitions; perform analysis of and report on division procurements; and assist in identifying process improvements. ESSENTIAL JOB FUNCTIONS
Provides support and collaborates in the planning, development, and implementation of the procurement and software management program
Serves as the lead purchasing liaison to division management. Assists other agency divisions, and coordinates with other government agencies and vendors to assist in explaining IT procurement and software program specifics and requirements
Monitors compliance with requirements, laws, regulations, agency policies, and procedures for the IT procurement and software management program
Assists with the review of the IT procurement and software management program operations to identify areas in need of change and assists with the development of plans to improve or address areas of concern
Assists in preparing and evaluating information technology procurements, both hardware and software procurement and software management programs
Assists in the preparation of administrative reports, studies, and specialized projects
Will perform backup duties for other areas of responsibilities
May train others
Performs related work as assigned
Maintains relevant knowledge necessary to perform essential job functions
Attends work regularly in compliance with agreed-upon work schedule
Ensures security and confidentiality of sensitive and/or protected information
Complies with all agency policies and procedures, including those pertaining to ethics and integrity


Qualifications

MINIMUM QUALIFICATIONS
Education: Graduation from high school or equivalent
Education: Bachelor’s degree from an accredited four-year college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: administration, administrative support, or information technology support
Experience: Four years full-time experience working in the following (or closely related) fields: Information Technology,
Administrative support, procurement, or contract management
Skill in using a computer for word-processing and data entry/retrieval
Skill in establishing and maintaining effective working relationships with other employees, agencies and corporate groups
Skill in exercising sound judgment and effective decision making
Skill in effective oral and written communication
Ability to handle multiple tasks, prioritize, and meet deadlines
Ability to gather, assemble, correlate, and analyze facts
Ability to devise solutions to problems
Ability to develop, evaluate, and interpret policies and procedures
Ability to train others
Ability to receive and respond positively to constructive feedback
Ability to work cooperatively with others in a professional office environment
Ability to provide excellent customer service
Ability to arrange for personal transportation for business-related travel
Ability to work more than 40 hours as needed and in compliance with the FLSA
Ability to lift and relocate 30 lbs.
Ability to travel (including overnight travel) up to 5%

Knowledge: of local, state, and federal laws related to the State procurement and software management; of public administration techniques; of budget processes; of research techniques;
of training techniques; of program management processes and techniques
Certifications: Certified Software Asset Manager; Certified Texas Contract Developer
