PROGRAM MANAGER, TRANSPORTATION OPERATIONS (JOB ID: 44085)

Essential Functions and Objectives:
Operational responsibility for managing and coordinating the full life cycle administration of a program within one or more functional areas. Facilitates leadership decision-making for program priorities, district support structures and resource allocation. Administers the execution, maintenance, projects' implementation, change management, and cross-functional alignment of workstreams; ensures program and district compliance with relevant industry, state and federal regulations.
Manages key aspects of strategic analysis, plan development, and implementation of changes to existing service models utilizing technology, data analysis, organizational modifications and changes in equipment. Works with the transportation team to analyze alternative methods and processes to meet project and service delivery goals, including resource requirement, availability, productivity, performance measurements, and clear establishment and communication of service level commitments and delivery methods.
  • Researches, strategizes and defines program architecture, projects, priorities, activities and operational procedures to continually draw incremental benefits of the program, in alignment with governance requirements and the overall program goals and objectives. Remains knowledgeable of, plans for, communicates and coordinates regulatory compliance activities with school and other support services departments.
  • Sets and monitors new program priorities, including: objectives, benefits, key deliverables and resources. Manages long and short term work plans and schedules to track progress; ensures milestone are attained; identifies, analyzes and mitigates project risks, solving for project 'road blocks'; assesses outcomes and lessons learned; provides timely and accurate project deliverables.
  • Directs, administers, and evaluates program operations, policies and procedures relevant to the lifecycle of the program; ensures effectiveness and demonstrates outcomes beyond program establishment. Coordinates and tracks program expenditures and adjusts project activities, specifications, proposals, contracts and schedules to meet overall program objectives within budget.
  • Establishes and cultivates relationships with key internal and external stakeholders; develops comprehensive communications strategies conveying information to ensure appropriate input and agreement to key decisions and program direction. Leads change initiatives; works closely with and influences project team members, provides mentorship and catalyzes strong collaboration among all resources involved.
  • Responsible for managing critical and high impact transportation strategic and operational project(s), in alignment with department policies and standards, to achieve departmental service and efficiency goals; accountable for life cycle management of the projects, including planning and execution.
  • Leads in delivering significant efficiencies, cost reduction opportunities, and innovative service changes that help the team to meet service goals and objectives.
  • Collaborates with the executive director on the definition and execution of the strategic operational plans, ensuring consistency of quality, standards, reporting, risk mitigation planning, and cost control.
  • Facilitates prioritization, implementation, and monitoring of transportation initiatives; applies proactive strategies to gain route efficiencies, fleet utilization, and strategic organizational planning to improve internal and external service levels.
  • Establishes and maintains a close working relationship with senior-level staff and customers throughout the department and District; resolves highly sensitive and/or complex matters, ensuring the appropriate development, initiation, and completion of special transportation projects; serves as ongoing liaison in all such special project and activities as required; and communicates progress and plans to key stakeholders.

Knowledge, Experience & Other Qualifications:
  • Three (3) or more years of relevant experience.
  • Knowledge of program management best practices.
  • Work style that yields high results when working independently or as part of a team.
  • Ability to foster effective relationships with District staff, schools, and external partners.
  • Ability to prioritize multiple projects.
  • Ability to develop, plan, and implement short and long-range goals, establish priorities, and organize resources.
  • Ability to multi-task without compromising integrity or fidelity.
  • Experience and proficiency with Microsoft Office products and/or Project Management Software (e.g. Excel, Word, Outlook, and PowerPoint).
  • Effectively handles multiple demands and competing deadlines.
  • Inspired visionary who can foster/generate excitement, buy-in, and understanding with colleagues and employees outside of the team.
  • High degree of integrity in handling confidential information.

Education Requirements:
  • Bachelor’s Degree required.
  • Master’s Degree preferred.
