Description of Job

POSITION SUMMARY:

Under the mission of DOLA, the Division of Housing (DOH), the Program Manager, manages and supervises the inspections and plan review functions of the Building Codes & Standards Section. This position is responsible for the efficient and effective functioning of the technical aspects of the team, which requires an assessment of the work to be accomplished, the desired outcomes, and determination of the best way to achieve those outcomes. As a working program manager, the position will also perform inspections and plan reviews as needed, particularly when staff is out or workload spikes in a particular area. Responsibilities of the Program Manager include:

  • Oversees the work of the inspections and plan review functions, continuously monitors the quality, consistency, and volume of work completed, and evaluates opportunities to increase efficiency in order to ensure that the program is utilizing resources to its fullest extent; considers program priorities, industry standards, stakeholder input, and resource limitations in setting goals and objectives;
  • Implements reporting processes with relevant data points and quantifiable analytics in order to continuously monitor progress;
  • Ensures that the inspection schedule is designed in order to maximize effectiveness by adjusting staff assignments, prioritization of inspections, travel routes, and any and all other opportunities;
  • Conducts plan review of factory-built off-site construction documents (both residential and non-residential) as well as those for site-built hotels, motels, and multi-family structures where no local building department has jurisdiction; writes plan review reports and timely review resubmittal of plans to ensure corrections are made;
  • Conducts inspections of factory-built units in production facilities and sales lots throughout Colorado to verify that the quality control program the facility has in place is adequate to ensure that units produced will meet all adopted codes and standards (International Code Council Residential and Commercial Building Codes (I-Codes), National Electric Code (NEC), U.S. Housing and Urban Development Manufactured Housing Construction Standard (HUD), etc.) and are in compliance with approved plans and the quality control manual;
  • Evaluates manufactured home installations for compliance with manufacturer's instructions and/or applicable codes and standards;
  • Writes inspection reports and determine appropriate action (written response, re-inspection, etc.) to ensure corrections are made;
  • Performs quality reviews of work completed by reviewing inspection reports, scoring inspections, and conducting follow-up inspections;
  • Provides technical expertise verbally and/or in writing, including through presentations to manufacturers/builders, department staff, local authorities, and consumers on code requirements, quality control methods, differences between codes, types of units, requirements for each (i.e. Manufactured Housing Standard, International Codes, etc.), and compliance with these requirements;
  • Supervises six staff members, overseeing quality and quantity of work, tracking time and leave requests, performance management, and contributing to staff professional development.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications:

Bachelor's degree from an accredited institution in construction management, building construction technology, architecture, civil engineering, or a closely related field

AND (4) Four years of professional experience as an architect, engineer, commercial plan reviewer, building inspector, building official (chief or assistant), contractor, or superintendent of construction. Certification or licensure in multiple construction/building trades, which must have included at least one of the International Code Council (ICC) code set (IRC, IBC, IPC, IECC, IMC, IFGC).

Certification may also include national electric code and/or U.S. HUD manufactured housing construction and installation standards Current, valid driver's license. This experience must be demonstrated in your application to be considered for employment.


Substitutions:

  • Professional experience as an architect, engineer, commercial plan reviewer, building inspector, building official, contractor, or superintendent of construction, which provided the same kind, amount and level of knowledge acquired in the required education may be substituted on a year-for-year basis for the required degree.
  • A master's degree in construction management, architecture, or civil engineering will substitute on a year-for-year basis for the required experience.


CONDITIONS OF EMPLOYMENT:

  • The successful applicant will be required to pass the Manufactured Housing Installation Exam within three months of hire and the following International Code Council (ICC) certifications within one year of hire:
  • Building Plans Examiner (Commercial) and
  • Building Inspector (Commercial)
2. Must be able to travel when needed throughout the state by vehicle.

3. Successful passing of the criminal and financial background check is required
4. Must be able to crawl in small spaces to conduct an inspection and may need to operate heavy equipment


Preferred Qualifications:

  • Experience applying building code and conducting plan reviews and inspections
  • At least two years of experience conducting commercial plan reviews
  • At least two years of experience inspecting or overseeing the inspection of modular building construction for code compliance
  • Program management and evaluation experience
  • Human resources management, including staffing and scheduling
  • Experience supervising staff, including out stationed staff
  • Experience with quality control and quality assurance
  • Experience with data analytics
  • Ability to provide technical assistance/explain complex information to customers

Colorado Revised Statutes require that state employees are hired and promoted through a comparative analysis.
