MISSION: The Texas Education Agency (TEA) will improve outcomes for all public-school students in the state by providing leadership, guidance, and support to school systems.

POSITION OVERVIEW: The Department of Instructional Strategy is focused on providing support to school systems to bring learning to life for students across Texas. We do this by developing and offering a portfolio of different programs, products and services that school systems can selectively use based on local needs. For all products and services offered, we define success by their ability to help educators sustainably improve student outcomes and the value they provide to their primary users. To increase effectiveness, we seek to provide quality implementation support to help educators lead the behavior change in their school systems. All initiatives that make up the portfolio of offerings are strategic priorities from the Commissioner of Education that supports the agency’s focus on improving the foundation of reading and math student outcomes in Texas.

The Program Integration Manager is focused on overseeing and supporting the integration of different programs, products and services the Office of School Programs offers to school systems. This includes but is not limited to enabling teams within the Office of School Programs to align on program design, training and support, operations, marketing, communication, and the office’s digital footprint. This position will work to ensure educators and administrators have a clear understanding of what is offered, how to access support, and how all support can be integrated and aligned into local academic plans. This position reports to the Director of Portfolio Alignment in the Division of Program Integration Strategy within the Department of Instructional Strategy in the Office of School Programs.

ESSENTIAL FUNCTIONS:

  • Supports the design of a cohesive program integration vision and supporting strategy to help the Office of School Programs develop a portfolio of programs and services that align with district (LEA) needs
  • Develops and oversees a program internal and external communications strategy that improves the Office of School Programs’ ability to send clear, aligned messaging direct to the target audience of specific programs and services
  • Designs and oversees internal planning processes and structures to support integration across teams within the Office of School Programs (and where appropriate across the agency) to ensure the portfolio of offerings is developed in alignment with a cohesive, integrated vision
  • Creates and implements improved processes to align academic priorities between districts (LEAs) and the Office of School Programs, and to reduce barriers to implementation of agency initiatives, including but not limited to the promotion of High Quality Instructional Materials (HQIM) adoption and implementation.
  • Leads program integration supports with user-centered design approach focused on continuous improvement based on the needs of end-users including but not limited to: students, educators, administrators, and regional educational service center staff.
Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited four-year college or university

Experience: At least five [5] years of experience in in technology, education, project management, or operations with a passion for public education. Experience within education technology preferred.

Substitutions: Each advanced degree may substitute for two years of required experience.

OTHER QUALIFICATIONS:

  • Experience in promoting or managing the adoption or implementation of High Quality Instructional Materials (HQIM) either within your district (LEA) or in others, preferable within Texas schools (Preferred)
  • Relentless focus on improving quantitative and qualitative student outcomes
  • Belief that all Texas students can achieve at high levels and are able to succeed in college, career or the military
  • Demonstrated understanding of the processes and challenges of school districts, charter schools and educational service centers and a track-record of system level outcomes
  • Excellent written and verbal communication, specifically as it relates to clearly communicating technology supports to program teams without technology backgrounds
  • Exceptional personnel management skills, including demonstrated skill in vision-setting and coaching
  • Experience authentically engaging stakeholders and leveraging feedback for continuous improvement
  • Data-driven decision maker with the ability to structure ambiguity into actionable, value-added plans
  • Superior project and time management ability
  • Ability to handle multiple, shifting, and competing priorities, and drive team towards results
  • Consistently exercise excellent judgement, integrity, and commitment to personal responsibility and accountability

  • Certified Texas Contract Manager (CTCM) certification must be obtained within first six (6) months of employment
