We are seeking a Director to lead our El Rio program, who can both ensure high quality traditional treatment services and regulatory compliance and is excited about developing new opportunities and innovating solutions. The candidate must have familiarity with the criminal justice system, including alternatives to incarceration programs and treatment courts and comfort navigating an EHR, with experience or interest in understanding billing utilities and using reports to manage billing and program operations is a plus. Additional experience with MAT, specifically experience including home induction of Buprenorphine in an outpatient setting is highly desirable and experience with and/or enthusiasm regarding problem gambling programming a plus.

The position is split between 10% in office work and 90% remote work temporarily and is subject to change with or without notice.

Responsibilities

  • Interview and recommend the hiring of appropriate candidates for vacant positions within the program
  • Coordinate schedules and approve any modifications such as the taking of time off in order to ensure adequate coverage for purposes of security and the performance of all activities
  • Supervise staff on a daily basis and ensure that delivery of services is done appropriately and in compliance with program and agency policies and procedures
  • Provide training as appropriate
  • Evaluate performance of staff on both an ongoing and annual basis and provide positive and negative feedback, including when warranted and necessary, the initiating of disciplinary actions up to and including recommendations for suspension and/or termination
  • Identify needs within the program and in consultation with the Clinical Director or the Associate Executive Director, plan and develop program activities, procedures, and daily schedules
  • Coordinate and delegate tasks for specific activities in accordance with needs of the program
  • Manage treatment planning for each client, the coordination of assessments and supportive services, and the development and scheduling of activities
  • Insure quality of services along with the adequacy and appropriateness of treatment goals and activities; develop and implement utilization review activities
  • Coordinate and monitor treatment activities via regular scheduled staff meetings, and act as a facilitator for the exchange of ideas and information
  • Be knowledgeable of all general standards of funding agencies, job descriptions and all policies and procedures that govern the operations of the program. This includes review of the program budget on a monthly basis
  • Identify needs and implement changes in services as necessary in consultation with the Clinical Director
  • Provide crisis intervention and serve in the capacity of arbitrator and the final authority between the clients and staff regarding the application of policies and procedures, and individual treatment planning
  • Monitor census and ultimately determine status of individual clients
  • Work cooperatively with the Division of Program Planning and Analysis to compile required data; assure that data is accurate and submitted in a timely fashion
  • Is authorized to sign requisition forms for toxicology testing that are Medicaid billable
  • Serve in capacity of liaison with the community, participate in community activities to further an understanding of alternatives to incarceration, HIV, alcohol and drug abuse and treatment, and take steps to alleviate community concerns
  • Review client records and conduct research for quality assurance purposes and compliance with established rules and regulations
  • Confer with staff to resolve grievances and promote cooperation and morale
  • Perform other duties as assigned
. Requirements:

Education

  • Advanced or Master CASAC, or LCSW with substance abuse treatment experience

Experience

  • 2 years experience as a clinical director/assistant director/clinical supervisor or equivalent position in an OASAS licensed outpatient treatment clinic
  • 2 years experience in managing documentation of services for Medicaid/Medicare/Health Insurance billing
  • 2 years in leadership role, supervisor/director or above, in a substance use treatment (SUD) setting
  • Experience managing a team
  • Knowledge and experience of Medicaid and other health insurance billing services is preferred

Additional Skills

  • Eligible Qualified Health Professional (QHP) to provide services, supervise, and participate in Medicaid/Medicare funded programs.
  • Familiarity with the criminal justice system, including alternatives to incarceration programs and treatment courts.
  • Comfort navigating an EHR, with experience or interest in understanding billing utilities and using reports to manage billing and program operations.
  • Experience interacting with Medicaid/insurance billing staff and understanding of billable service requirements and documentation.
  • Clear understanding of the OASAS, Medicaid, and managed care regulations, with a commitment to stay abreast of constantly changing developments.
  • Ability to balance OASAS’s treatment philosophy with the requirements of the courts, government grant funders, and other ATI referral sources.
  • Experience with MAT; experience including home induction of Buprenorphine in an outpatient setting is highly desirable.
  • Experience with problem gambling programming a plus,
  • Enthusiasm to offer a hybrid program including some virtual and some in-person treatment permanently.
  • Ability to tailor the services of the program from harm reduction to abstinence depending on the individual participant’s needs.
  • A vision for a substance use program that takes into account that marijuana and gambling are/will be legal.
  • Excellent clinical skills, and the ability to develop those skills in staff.
  • Ability to write, implement, and revise program policies as needed.
  • Excellent administrative skills, including constructing systems that everyone can follow, and then ensuring that they do.
  • Collaborative work style - within the SUD program, with other departments (such as billing, data management, and compliance), and with other stakeholders (such as OASAS, treatment courts, the Mayor’s Office on Criminal Justice, SAMHSA etc)
