The City of Richmond Department of Planning and Development Review is seeking an experienced and detailed oriented professional to fill the position of Program and Operations Supervisor with the Property Maintenance Code Enforcement Division.
The successful candidate must have the ability to manage and prioritize multiple work assignments in an effective manner. The qualified candidate will have the ability to examine process efficiencies for the assigned area and make recommendations for new policies to meet the City's strategic goals. The incumbent is responsible for the supervision, evaluation, workflow and activities of personnel assigned to the Property Maintenance Code Enforcement Division.
- Planning, organizing, assigning, supervising, evaluating and coordinating the work of staff engaged in property maintenance code enforcement
- Providing direct supervision to Field Inspector Supervisors
- Assuming responsibility for a variety of personnel actions including assisting with selections and promotions, conducting performance evaluations and recommending disciplinary actions and dismissals
- Reviewing monthly, quarterly and yearly reports for compliance with performance measurements
- Interpreting the more complex State and City code and ordinance requirements to builders, contractors, architects and the public to insure necessary uniformity and compliance
- Performing or assisting in field inspections of major and/or technically complex building projects and in difficult inspections to resolve and mediate problems or conflicts with builders, contractors, the public and inspectors;Developing Standard Operating Procedures for the Division
- Discussing and providing advice to subordinate staff on unusual problems encountered
- Identifying opportunities for streamlining current processes and proposing enhancements for efficiency and effectiveness
KNOWLEDGE, SKILLS, AND ABILITIES:
Considerable knowledge of the principles and techniques of property maintenance inspection; federal and state laws, ordinances; and regulations related to property maintenance code enforcement. Considerable skills in planning, organizing, coordinating and supervising staff; understanding/interpreting laws and regulations; and, applying and enforcing codes and ordinances. Considerable ability to establish and maintain cooperative working relationships with staff and other agencies; analyze situations accurately and take effective action; and, make decisions in the face of competing interests and goals.
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's degree in business or public administration, or field related to assignment
- Four years of journey-level professional experience in area related to assignment
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification
- A certification as a Property Maintenance Inspector or a Property Maintenance Code Official through the Virginia Department of Housing and Community Development is required for certain Planning and Development Review positions.
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire.
PREFERRED TRAINING and EXPERIENCE
- Five (5) years of supervisory experience
- Certified as a Property Maintenance & Housing Inspector
