The Program Analyst position shall provide program-level analysis and reporting support of construction projects, facility and infrastructure sustainment, maintenance, repair and operational costs.

Essential Duties & Responsibilities:

  • Responsible for developing, maintaining, and improving the risk management program for the construction project portfolio
  • Manage one or more projects as assigned by Task and/or Program Manager.
  • Assist in the development, maintenance of qualified sources (manufacturers, suppliers and subcontractors) to provide services required within Government requirements.
  • Maintain and update vendor performance based on schedules, quality, technical performance, and obsolescence issues.
  • Provide projections and estimated future usage for goods and service.
  • Work with procurement, quality and other departments to ensure individual projects are completed timely, correctly, and fully.
  • Assist in implementing proactive risk mitigation measures for assigned programs.
  • Maintain contacts with internal functional managers, supplier representatives, and customer representatives concerning projects, operational decisions, scheduling requirements, and contractual clarifications.
  • Participate in and or leads briefings and technical meetings for internal and external representatives.
  • Assist in coordination and development of cost-technical proposals required within Government requirements.
  • Deliver status presentations to customers and senior management as needed.
  • Perform other job related duties as required.
  • Position shall complete reporting and analysis work in support of both internal and external requirements.
  • Provide reporting that is focused on improving program processes, providing information to assist in decision making, as well as providing senior management with visibility into overall program performance.
  • Work with senior management, project managers and subject matter experts to assist with development of project risk registers, performing lessons learned analysis upon completion of a project,

Supervisory/Management Authority:

  • This position will/will not have supervisory or management authority

Education and/or Experience:

  • A Bachelor's Degree is required; preferably in a related field
  • Five (5) or more years of related experience is required; preferably in a federal setting

Knowledge, Skills and Abilities:

  • Utilizing and applying computer software including Microsoft Office (Excel, Word, and PowerPoint).
  • Strong communication skills; both oral and written
  • The ability to obtain a Clearance or Common Access Card (CAC)
  • The ability to successfully pass a drug screen and a federal background check is mandatory

Work Environment:

  • This position is primarily performed in a secured federal office setting, a controlled office environment as well as working outside in a job site environment.
