    The primary purpose of this posn is to serve as an Interpersonal & Self-Directed Violence (ISDV) Program Analyst preforming professional work to analyze & visualize the complex issues surrounding ISDV & to provide database mngmt of the Defense Sexual Assault Incident Database in support of the Department of the Air Force Sexual Assault Prevention and Response mission

    Responsibilities
    • Serve as the lead Program Analyst for the Department of Defense Sexual Assault Incident Database (DSAID) by ensuring data quality and timeliness of data entry.
    • Perform a range of program analyses to evaluate and present ISDV (Interpersonal and Self-Directed Violence) related data and analyses.
    • Utilizes effective communication skills to convey technical and non-technical data and analysis in written and graphical form to Senior Leaders, A1Z Partners, MAJCOMS, and installations.
    • Assists in the evaluation of policies, programs, practices, and processes for Sexual Assault prevention that incorporate strategies from national/DoD/and Department of the Air Force strategic prevention plans.
    • Accomplishes professional development and maintains technical proficiency through professional interaction with technical and
    • (cont) professional societies, associations, academia, symposia, contractors, research and development (R and D) organizations, and participation in formal training programs.

    QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.

    SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the GS-11 level or higher or equivalent in other pay systems performing duties of a Program Analyst. Examples of specialized experience include expert knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. Thorough knowledge of the legislation, laws, regulations, and initiatives that affect the prevention of ISDV. Comprehensive knowledge of organization, programs, missions, and functions of the parent military command along with knowledge of analytical and investigative techniques to conduct staffing requirements and utilizations and/or field installations. Assignments require skill in conducting detailed analyses of complex functions and work processes including: examination of production standards; past, present, and programmed workloads; nonproductive time; and deviations from standards to determine validated staffing requirements for the function studied. Work requires considerable inter-personal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically. Knowledge of laws, regulations, executive orders, issues, etc. relating to victim advocacy, sexual assault, and other acts of interpersonal violence.
    2. Comprehensive and professional knowledge of laws, regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to the prevention of and response to sexual assault and other acts of interpersonal violence.
    3. Knowledge of the DAF command structure, mission, programs, and organizational relationships plus a comprehensive knowledge of the legislation, laws, regulations, and initiatives that affect ISDV Prevention related issues and execute complex studies that involve multiple locations, a variety of programs, and numerous issues.
    4. Skill to negotiate and/or defend findings and program support concepts.
    5. Ability to interpret and implement DAF and DoD policies and procedures and to develop regulations and operating instructions in the absence of defined guidelines sufficient to achieve an effective ISDV program.
    6. Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
