Job Description

This position is located in the Light Coordination Mechanism (LCM) within the Integrated Training Service (ITS) of the Policy, Evaluation and Training Division (DPET) in the Department of Peace Operations (DPO). The Political Affairs Officer reports to the Team Leader of the LCM.

The incumbent provides substantive and technical support to the LCM and other related activities. DPO provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and nongovernmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions.

The Policy, Evaluation and Training Division (DPET) is mandated to develop and disseminate the policy and doctrine guiding the work of Peacekeeping. In addition, the division has the responsibility to evaluate, at the request of the heads of the departments, how those policies are being applied, gather lessons learned and best practices, and use that information to guide the development, coordination and delivery of standardized training, so as to complete the learning cycle. DPET is also responsible for developing and maintaining strategic cooperation with various UN and external partners. The LCM’s mandate is to facilitate bilateral and multilateral partnerships between Troop-and Police Contributing Countries (T/PCCs) and Member States in order to provide training and capacity building support including training, financial, logistical (infrastructure) and equipment; to address short-and medium-term needs; and to help T/PCCS build sustainable national systems.

ResponsibilitiesWithin delegated authority, the Political Affairs Officer will be responsible for the following duties: (These duties are generic and may not be carried out by all Political Affairs Officers.)

  • Gathers, selects and analyses information contained in communications and publications received from different sources, including the press.
  • Keeps abreast of latest trends and developments in the area of assignment and provides inputs including analysis on cross cutting and emerging peacekeeping policy issues to senior officials and colleagues in missions and elsewhere in the Secretariat, contributing to the development of forward-looking policy planning.
  • Monitors national and regional level political developments, identifies potential issues relevant to cross cutting and emerging peacekeeping policies and provides advice and analysis to field mission/UN agencies active on the ground.
  • Provides technical and substantive back up in the implementation of mandates of the office, branch or unit.
  • Maintains contacts and close relations with UN system and external partners, including Member State Permanent
Missions and visiting delegations, as well as academia and research institutes specializing in peace and security issues on coordination and policy matters.
  • Monitors actions taken by intergovernmental groups, UN organisations, government and non-governmental organizations.
  • Selects, classifies and stores in computerised databases information relating to potential disputes and conflicts involving assigned countries or region.
  • Participates in fact-finding and other missions to countries within assigned area of responsibility.
  • Participates in provision of secretariat services to Security Council, General Assembly, subsidiary organizations, negotiating bodies, conferences, meetings, and /or special missions.
  • Prepares meetings of the SG/DSG/USG with officials from countries under the Organization's purview.

Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required.

Experience in international affairs, preferably in knowledge management, organizational learning, policy development or evaluation is required.

Field experience in a conflict or post conflict environment is desirable.

Experience with leading, coordinating and communicating change management initiatives with diverse stakeholders is highly desirable.

Languages

English and French are the working languages for the United Nations Secretariat. Fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
