Overview: This position is based at our Kay Bailey Hutchison Convention Center. The Kay Bailey Hutchison Convention Center Dallas (KBHCCD) is one of the largest convention centers in the nation. Every year it welcomes over a million visitors attending major national and international conventions, meetings, concerts, athletic competitions, auto shows, and more. Located in the heart of downtown Dallas, the KBHCCD has been and continues to be a fixture in the Dallas skyline offering 1 million square feet of exhibit space, three ballrooms, 88 meeting rooms, 1,750-seat theater, and a 9,816-seat arena. This position is responsible for setting the strategic direction for physical security operations (access control, CCTV, etc) for the Kay Bailey Hutchison Convention Center (KBHCC) in a manner consistent with best practices for large convention centers in major metropolitan areas. Develops, implements, and manages all aspects of the lock shop, keys, CCTV and access control programs. Works as a member of the Security Management Team to provide services in a manner that ensures a safe experience for all attendees, show managers, exhibitors, stakeholders, employees and the general public while recognizing the changing, complex and unique needs of our customers and events. Establishes and enforces requirements and standards for all CCTV & access control functions. As required by plan or situation supports emergency first responders from local jurisdictions for large-scale incidents.
Plans, develops, recommends, and implements systems, equipment, and training programs to provide for the safety and security of clients, visitors, and staff. Responsible for coordinating with various divisions on the event planning, maintenance and enhancement of security and access control systems. Consults with and advises KBHCC’s senior management team on access control matters. Evaluates current access control systems, equipment, and operations of the facility. Works closely with other KBHCC and City of Dallas departments to ensure public safety and effective security protocols.Responsibilities:Leadership
  • Responsible for the overall development of the KBHCC’s key and access control program through leadership, training, coaching, and mentoring.
  • Responsible for the development, oversight, management, and delivery of services for all CCTV systems and programs.
  • Responsible for the development, oversight, management, and delivery of services for all key and electronic access control systems and programs.
  • Working with the Safety and Security Management Team, develops, manages, and delivers a comprehensive facility-wide CCTV and access control plans in coordination with other service providers and local authorities.
  • Administers all CCTV and access control related policies, rules, and procedures, and directs vendors in carrying out related public safety duties

Safety/Security:

  • Identify, install, maintain, adjust, repair, fabricate, rebuild, and replace lock cylinders and locks including combinations, electronic, ADA-approved locks and other institutional hardware; this includes working with specific keyway systems to eliminate duplication of keys outside of the KBHCC.
  • Install, adjust, maintain, and repair exit door hardware, hinges, door closers, door hold opens, coordinators, and mechanical, electrical, and electronic access controls; keep buildings accessible by making necessary adjustments, repairs, or replacement of failed components.
  • Provide manual or computer programming of electronic locks for offices, meeting rooms, and other areas on campus to provide controlled access
  • Replace complete door units as needed to modernize buildings and to meet Americans with Disabilities Act (ADA) and egress requirements.
  • Assists in the site acceptance of access control systems in new or upgraded facilities. Works closely with FTE, vendor technicians, and engineers in the design, configuration, testing, implementation, and maintenance of access control equipment
  • Generate, operate, and maintain computerized databases to minimize duplication of master key systems through tracking and cataloguing of keys; maintain records and security files.
  • Select key blanks to fabricate or duplicate keys; provide departments with keys as requested and ensure they are distributed to the proper personnel.
  • Open locks when keys, combinations, or electronic locks are inoperable; extract foreign objects from key holes.
  • Maintain records for individual departments with a record of access available for every room.
  • Consult with independent contractors, administrators, project managers, and engineers on new construction and projects.
  • Ensure proper hardware, locks, and restricted keyways are used, and ensure compatibility with existing hardware on campus.
  • Ensures that all CCTV cameras are functioning properly, coordinates service and maintenance in accordance with current service agreements.
  • Determine priorities and technical specifications for CCTV projects, reviews plans and project documents for thoroughness.
  • Estimate lock and architectural hardware costs for new or remodeling construction.
  • Assist with supervision, project prioritization, and training.
  • Complete complex technical work and troubleshooting.
  • Perform site inspections and review work of others.
  • Responds to customer/client requests for lock changes, key issuance, etc.
  • Accurately estimate costs and invoice clients
  • Performs contract management to determine compliance with scope as it related to card access systems and Facility Badging Agents.
  • Performs all other duties as assigned.
Qualifications:
  • Fluent in written and spoken English
  • High School diploma
  • Five (5) years as a journey-level Locksmith
  • Proficiency in Locksmith trade and tools, i.e. key grinder, lock picks, buffers, and hand tools
  • Knowledge of grand master and security keying systems
  • Knowledge of applicable building codes and regulations
  • Experience in the design, development, and installation of electronic access control systems
  • Experience in electronic key box inventory and control systems
  • Experience in managing CCTV systems
  • Demonstrated computer literacy
  • Familiar with the MS Office suite of products
  • Locksmith certification
  • Convention Hospitality and/or Hotel industry experience would be helpful but not required
  • Must be a well-organized individual who is a team player and can relate to people at all levels of an organization
  • Proven participation or membership in industry organizations would be helpful but not required
