Job Description
Duties

Personal Finance Management (to include but are not limited to):

Provides policy/program and financial management expertise including resource planning and development of the Navy’s FFSPs.

Ensure high quality, flexible, support program of human services for active duty military and their families.

Responsible for reviewing and managing career and education services that benefit eligible active duty and family members to enhance post-military career readiness. Responsible for DoN PFM policy implementation, and must have a thorough understanding of National Defense Authorization Act (NDAA) requirements as they pertain to financial literacy training.

Deliver effective briefings and trainings on PFM as needed.

General (includes but not limited to):

Demonstrate a thorough understanding of a cross section of Work and Family Life (WFL) programs under both Military Readiness and Family Readiness.

Ability to provide general administrative, policy research, and implementation support for all Work and Family Life programs.

Proficiency in writing executive level point papers, talking points, routing sheets, and summary documents.

Developing new methods, organizational structures and management processes.

Counsel and advise program managers on methods and procedures, management surveys, management reports, and control techniques.

Have a general knowledge and background on employment and family assistance services.

Conduct presentations on subject matter related to work area.

Qualifications

Ability to identify needs, trends, and performance measures to evaluate program effectiveness.

Knowledge of advanced concepts of program management, requirement determination, policy development, evaluative and analytical processes, and program implementation.

Knowledge and understanding of requirements and operations of the Department of Defense (DoD) and Department of the Navy (DON) programs that support military members and families.

Knowledge of the Work and Family Life Programs within DoD, (e.g., life skills, deployment support, family emergency assistance, financial management and relocation) to counter stresses affecting military and families.

Knowledge of Federal and agency regulations; knowledge of specific organization’s and program mission, as well as knowledge of pertinent laws, regulations and policies related to program/operations area to consider their impact on programs.

Knowledge of the Navy operational organizational structure, chain of command, protocol and funding, agency programs and activities; agency mission, policies, and objectives; management principles and processes; and analytical and evaluative methods as it relates to the Navy wide Fleet and Family Support Program. Knowledge of work and family life programming in a military organization and center, as well as knowledge of administration, policies/procedures, and practices in conducting day-to-day operations.

Ability to manage time effectively, particularly pertaining to time difference between duty location, region and installation locations.

Knowledge of concepts and ability to apply qualitative and quantitative techniques for measuring and improving effectiveness, efficiency, and productivity of assigned programs.

Knowledge of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems, which have impact of Navy or FFSP program goals and objectives.

Skill in designing and conducting comprehensive studies and preparing solutions related to broad operational and contingency issues.

Skill in analyzing and interpreting a wide variety of issues and formulating policy or procedural solutions.

Knowledge of and skill in research methods, information retrieval, and data organization for analysis, decision-making, and formulation of recommendations and policy; research methods may include interviews, focus groups, working groups, surveys, and data search.

Knowledge of CNIC’s EEO policy and procedures.

Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.

Ability to develop and effectively deliver presentations and/or training.

Ability to perform the full-range of supervisory duties.

Knowledge of techniques and formats required for effective communication with Political Appointees (PA), Members of Congress, Senior Executive Service (SES), and flag level officials as well as in drafting policies/programs.

Ability to communicate effectively both orally and in writing with senior officials and staff of the Navy, Department of Defense, other services, other federal and community agencies, as well as Navy FFSC field offices.
